I got a theory:
As a jumping off point, I think the reason the rod reacted to Akko is simply because she believed in herself(certainly, more than any of the other characters in the short). Chariot was surprised to see the rod working again, so I'm gonna assume it stopped working for her at some point. Why? She stopped believing; possibly because of the seemingly universal scorn she received(and continues to receive) from the magic community. Once the rod stopped working, she just threw it away(they do note that the part of the dungeon they found it in looked like a trash heap).
