As a permanent bonus? Probably not that bad. Compare to the Paladin power which summons a 1/1 minion.

The +1/+1 is indeed comparable to a 1/1 minion, though I'd almost always take the +1/+1 over the minion myself (it's like having a 1/1 minion with Charge, and the health increase might be just enough to keep a Taunter alive after attacking into something, thereby becoming a 2 for 1).

I finally got an invite last week. Right now I'm at One Star Gold in Ranked. But I reek at Arena. 1-3, 0-3, 0-3, 1-3. :(
Intrepid Trek - it's not always about the destination...I've had some very good Arena hands flattened by luck. At least I have not yet failed to win at least one match, getting myself a bit of gold and a pack for my troubles.
I'm finding priest decks to be pretty dominant overall. When I fight one, it's always a rough time.

It means that, in facing them, you have to be prepared with cards that can take down multiple minions at once, and never let your opponent keep up a large number of minions. Some characters are better suited to that then others, though.
A Druid deck, for example, has limited options to AoE kill minions. Swipe is about it, in fact.
I've been facing off lately against an increasing number of players who own some of the more powerful legendary cards, like Onyxia, Illidan, and Ragnaros. Those decks are brutal when used right — for example, I fought someone the other day who pulled out Ragnaros and then kept spamming taunt minions so I could never attack him directly. It was painful.

I managed to get a Frostwolf Warlord with 18 attack thanks to a doubler, and would have finished off my Druid opponent next turn, but he sniped me with a last-second Starfire that he pulled out on his last draw.
I've come to realize the value of taunt minions but there seems to be a dearth of general ones outside of the Basic set.

I use a similar system to evaluate arena card picks, with slightly different values. It's a pity they didn't touch on specific "breaking points" some more; for instance, a creature with 4 attack is far more valuable than one with 3, regardless of the rather small difference.
Jubil makes another great point in the comments. Point values assigned to cards change heavily depending on the board and synergies. A 3/1 Windfury for 3 mana is garbage, a 3/1 Divine Shield is brilliant. Likewise, playing a 2/3 into a Worgen is almost negative in terms of value, while playing a 3/2 is rather solid.

How balanced would the following hero power be?
"Give target creature +1/+1. Overload: 1."
