We know that Signal is in Patch or close enough for Tai to regularly attend. The point I was making is that Qrow said he was constantly away for long stretches at a time doing missions for Ozpin, which would make it hard for him to be a teacher at Signal at the same time on top of him being a bad luck charm.
Alcohol/inebriation weakens the strength of a person's Semblance. Qrow taught Ruby while drunk, taught children while drunk, and did his secret-agenting while drunk.
Adding to the "why was Ruby in Vale" thing, all of Team RWBY are first-years at Beacon, right? So it's weird that it's implied that Yang already has a group of friends that she'd rather hang out with than her dorky little sister. I suppose it's possible that they're classmates from Signal, but then presumably Ruby would have known them too, yeah?
Actually, do we know what age people usually enroll in feeder schools like Signal? And for that matter, have we heard of more than one per kingdom? If there's literally just one for each academy, then it seems weird that they'd be separate in the first place.

Ruby commented in the second episode that she didn't get to bring her friends from Signal to Yang so that'd be confirmation.
I think a World of Remenant mentions that there are plenty of smaller places like Signal, but I could be thinking of something else entirely. I'd guess since Ozpin mentioned in his chat with Blake that most students go to other chooks to qualify for Beacon so that'd be confirmation that there are multiple ones per Kingdom.
Now I'm wondering what a standard Hunter education looks like. Is it normal for people to go to a feeder school to learn the basics and then go do something else instead of moving on to the academy? They're already using crazy custom-built weapons at the lower schools, which I don't think we've seen anyone but Hunters and trainee-Hunters use... (well, except for antagonists).

Lower schools appear to be the basics, academies like Beacon are the graduate studies, internships, and actual field experience. (Except when you're Jaune and you cheat your way into college.) We have literally no other information and probably won't until Volume 5.

I think the Film Theorists channel on Youtube once compared Hogwarts against the Xavier School for Gifted Youngsters and
Miss Peregrine's Home for Peculiar Children.
If memory serves Xavier's won.
They should have added Miss Cackle's Academy for Witches to that list.
