In volume 3, Neo had successfully impersonated an Atlas soldier and single handedly commandeered one of Atlas's airships. It is very likely that Atlas doesn't even fully know what Neo looks like, so she could probably infiltrate an airship crew again.
Neo snuck aboard an airship and is currently "serving" under Winter Schnee's command. Once Weiss meets up with Winter, Neo decides to shadow Weiss, figuring the former heiress will be looking to reunite with her team, giving Neo the chance to enact her revenge on Ruby.
I'm going to rewatch volume 4 to make sure I didn't miss any familiar looking midgets in the crowds.

I understand wanting a breather after everything that happened, but there's a time and place and I don't agree spending an entire season on that was a good idea.
It's basically more setup, but the last season had done a good job of that anyway soooo... not that all of Volume 4 was bad mind you, but I hope Volume 5 has more of a singular focus so the plot advances better.

imo this is because vol 3 was not setup and actually tied up a lot of threads either directly by killing people off or indirectly by making the school setting off limits (whether you think the conclusions were satisfactory or not is up to you). And so after everything was set on fire and crumbled to ashes (lol), vol 4 needed to build a new house of cards to crash down a few seasons later.

TwitterI agree with Zelenal in something, the show not only use to many japanise tropes but it use it painfully stright to the point it look like a checklist or cliche: ruby and weiss disagreement are pretty much the typical shonen stuff of hero and their rival, Blake is the typical quiet tsundere and so more, I will said the cringe worthy and very flame bait Sun and blake dinamic was the use of japanise comedy anime use all the time.
I disagree with the video Jovian show a couple of time: for me Phyrra and Jaunce plotline in season 2 was pretty much the typical otaku bait arc: good and atractive woman like some shy boy because he is "nice to her" didnt really feel right, it got better in season 3 where it push Phyrra out her confort zone by putting the mantle of the maiden Jaunce just stand to her even without knowing why, THAT is when I buy their relationship because that said "I will stand with you", hell for me that really said "a simple soul" than ruby which is a problem on is own.
Now I think the problem with season 4 arc is that they are very predictable and not to much happen between them: Weiss arc pay off as everyone expect them to be: father is a total jerk, Weiss get fed up, she run away, they introduce a new chararter who seen misterious....and yep, he is a jerk too, Yang arc pretty much her getting back to action the only one who did susprise were Ren and Nora(because nobody saw that coming) and Blake because some surprise it(she is rich and daughter of the ex leader) while also having sun(sure their engagement was cringy but is the thought it counts) all while Ruby is STILL too cheery for her on good.

Blithe Spirit is the wrong side of it, I think. "Geek gets the girl" is also near omnipresent in Western media. Did a quick look, Magical Girlfriend is close, but just replace the 'magical' with 'elite' as they mean usually the same thing for the relationship.
It's way too early for them to be done dragging things out.

I mean, I do feel that with all of the questionable pacing of this season, perhaps had it been done better squeezing in a scene or two to establish a plot thread for later of Neo and Penny (maybe show Jacques or Ironwood talking to Gepetto about the failed project, and Neo at the wreckage of the ship they stole glaring at the picture of Ruby she took) might have been manageable and worthwhile. As it stands though, they are pretty low priority and at the very least what was covered was focused on the main cast and upcoming important characters. I do think saying "well they didn't mention Penny and Neo this season so they must have completely dropped the plot threads" seems a bit alarmist when we know more seasons are coming.
