RNJR were trying to get transportation, but weren't in a region with much. They were hoping to get an airship in Shion... unfortunately, we know how that turned out. The one villager (the blacksmith) commented that they didn't have a very good communication signal even when the four CTTs were working properly, and the patrolmen comment that no-one's been out Kuroyuri way for years (the implication being that the Nuckelavee has kept people away).
On the other hand, Oscar's farm looked isolated, but was apparently near good rail links, so his travel was painless... once he finally made the decision to go.
I did work out that what would take RNJR six months to walk (at a leisurely pace) would take Yang 2.5 days to bike, so I've got no problem with her covering the distance much faster.
My guess on the fuel is that it's not necessarily liquid fuel like petrol or diesel (although liquid dust is probably a thing given their technology is a combination of real life parallel and futuristic). We saw the inside of Penny when she was torn apart, and we could see green crystal sections inside her. I wouldn't be surprised if some types of vehicles were designed in a rather Star Trek-esque fashion — Dust crystal fuel rods, ala dilithium crystals, or perhaps the crystal rods that are used in the Stargate SG 1 universe. Whack a fresh fuel rod into the vehicle, and it'll go for months until the crystal wears down.
If so, Yang wouldn't have needed to stop for fuel along the way. And may have been able to carry a spare fuel cell anyway.
So, until canon confirms how vehicles are powered (and how many different ways exist for powering them - eg, liquid fuel, fuel crystals, electricity, etc.), and how Bumblebee in particular is powered, I'm going with the head cannon that Dust fuel is used and can keep a vehicle going for several weeks or a couple of months before the vehicle either needs refuelling or a replacement fuel rod/cell/pack.
On the Blake front. I can't remember quite where in the volume, but I got the impression that Blake and Sun have been on Menagerie for several weeks. We know the captain said that the journey to Menagerie was a long one, so there is an issue of trying to fit the marine part of the voyage into a timetable, but Yang went from Sanas to Anima, which - depending on where she set sail - can be a very short journey relative to the distance between Sanas and Menagerie. So, the issue is how long it took the captain to get back from Menagerie to be available for Yang to board.
There's also the question of whether or not the captain is doing a different shipping route this time (for a very short hop between Sanas and Anima), or whether the Menagerie route stops off at Anima on the way to Menagerie (which would make sense) and Yang just hopped off at the Anima point.

Ruby's letter would have had a lot more impact if we had actually seen the stuff she talked about and she was summarizing their character development. The fight was also rather bland, especially for an end of volume fight. It doesn't help that it's filled with the characters being idiots. Seriously, Jaune tells everyone to keep moving and what does he do? Completely stop and stand there like an idiot for about ten seconds after scoring a hit. Ruby's ability to use her Semblance also varies wildly, as per usual. Just compare her fight in the volume preview with any of her fights in the series proper.
There's not much else to really say here. It's supposed to be a summation episode but, instead of summarizing actual things, it's just summing up a whole bunch of nothing that didn't actually happen. Seriously, this is, by far, the weakest volume finale. I'd rather have OP Deus ex Penny or the literal and figurative train wreck that was Volume 2's finale to this nothingness. I seriously hope something actually happens in Volume 5.
Also, how did Emerald know what Ruby's new outfit looked like? Shouldn't she have been dressed in her Volume 3 attire? I highly doubt Tyrian took his time to describe Ruby's new outfit to them.
At least "Armed and Ready" was pretty awesome but that's to be expected.

Well, anyway, I really think what this all comes down to is whether or not you're okay with an entire season of character focused bits with upcoming plot developments sprinkled in and such, as opposed to diving into things headfirst.
Because, while there are a lot of complaints about this season I can understand "nothing happening" isn't one of them. Honestly, I think I might be in agreement with Wyldchyld on how everything here felt like pretty standard pacing and plot setting compared to previous volumes and media in general. But either way, with all the set up they did this season, I'd be very surprised if Haven wasn't destroyed at the end of the next one.

they basically had to re-lay a bunch of foundation and groundwork to build subsequent seasons off of since they literally blew it all up in volume 3

It looks like most of Team STRQ have something abnormally special about them:
- Summer was a silver-eyed warrior.
- Qrow and Raven appear able to shift into birds and for some reason partially share Ozpin's motifs. Plus:
- Qrow has knowledge of the Relic, and key information (such as Ozpin's Body Surf and the importance of the cane).
- Raven has knowledge of some kind about the Spring Maiden (Qrow believes she knows where the Maiden is being hidden, which would also suggest she knows the Maiden's identity).
So, Tai has a boring life as a teacher, and no special thing? I don't believe it for a second. My guess is that there's something very special about Tai. The one that's held back for last, usually has the most surprising reveal.
I'm expecting the fate of Haven to be the climax of the fifth volume.

@Alfric I agree he did in later ones.
@LSBK I was more focused on why cliches are a bad thing. For starting stuff, it's just a matter of a strong first impression. When I'm in those shoes, even if using familiar character hooks, I'd argue you don't want cliches. Some people are patient, but better to just have a strong first impression that makes you want more instead of hoping for the it gets better card to be played.
It's why I point at the difference between Watts and him from the start when it came to first impressions.
