I don't really have much of a problem with how the plan itself turned out but I can see where others that do have a problem with it are coming from.

That would be a bit fortuitous, and hasn't really been set up for all that extensively. Ruby figuring out how to use her silver eyes and/or Jaune finally unlocking his semblance seem like more likely candidates, and both of them are established enough at this point to not come out of nowhere.

Plus, given his comment on being tired of losing everything, if one of his friends looked as though they would die, it'd be a perfect opportunity for it to manifest. I expect both Jaunes semblance and Silver Eyes will likely be used though, since if this volume is the same length as the others, this thing seems to be the essentially the final boss for this volume.

The only things keeping this from being a full-fledged anime is a lack of One-Winged Angel super-forms and a beach episode.
The Grimm Dragon was enough of a threat that nobody actually considered fighting it.
The Horseman doesn't need to be "stronger." Ruby's Silver Eyes are an I Win Button but we don't really know how they work yet. Ruby's probably going to have some Power Incontinence for awhile until she masters them. The first time she used them left her unconscious.

I'm leaning towards "your plan will succeed, no matter how harebrained it is" vs. "good luck" for a hypothetical Semblance for Mercury.
It's also possible that by abusing Mercury's Semblance, not being near him will start to cause plans to go awry. Like when Ruby spotted Emerald, or when a silver-eyed Angst Nuke went off in Cinder's face.
