Asura, on the other hand, has no limit.
I like to think that Yang hasn't properly learned to control her Semblance yet, it triggers when she gets angry, but she hasn't learned how to activate it when she's not angry. At the moment, she does seem to use anger as a weapon to the point where she's deliberately putting herself into situations that make her angry just to power up her Semblance. It results in problems like the Adam curb-stomp where did her usual on instinct and it backfired horribly. If she can weaponise when in full control of her emotions, she'll be a much better fighter and her Semblance will be more dangerous, too — even when the moment to act on instinct instead of thought comes.
She needs to learn how to fight without relying on taking damage. Sometimes, even with a Semblance like hers, it's going to be better if she can win fights without having to take any damage at all.

I'M MR. MEESEEKS, LOOK AT ME!At the moment, I'm going with the good luck thing. Qrow and Raven appear to have the exact same symbol except in reverse. Qrow's symbol was shown during the silhouette of him saving Yang and Ruby in Yang's story and, while telling the story, she drew her mother's symbol on the blackboard. The two symbols were identical but reversed.
Besides, good luck would explain why the bandits made her their leader. Think of the fortune it'll bring them. And it will make Raven's reason for leaving Yang and Tai even more mysterious, and help explain why Qrow's so angry with her about it. I mean, he has every right to be angry to begin with, but if he knows she's got the good luck and walked away from her family, when he would live to stick around his family but can't, that's just going to like someone's twisting a knife in his heart.
Here's a thought I've been having ever since I watched the episode.... the creators have said that there's some bad blood between Tai and Qrow. Ruby told Ozpin she was useless before Qrow trained her. My guess is, because of what happened to Summer, Tai didn't want Ruby exposed to the silver-eye responsibilities that got Summer killed, so he tried to keep Ruby away from the lifestyle. However, Qrow and Ozpin were pretty much of the same mindset, and would have wanted Ruby trained up. So, Qrow trained up Ruby anyway, over Tai's objections. Tai hasn't quite forgiven Qrow for doing that.
Meanwhile, Ozpin would be looking at the wider angle than even Qrow, and would be banking on Qrow's Semblance making training extra tough for Ruby. So, if Ruby can become brilliant, training under Qrow with Qrow's Semblance constantly working against her, she's going to be that much better when not subjected to Qrow's Semblance handicapping her without her even knowing it.

Pilot episode, narration: Ozpin implies Ruby has a 'smaller' soul, implying his and Salem's are 'big' souls, and in fact that their souls are too big.
Aura WoR says that, if an Aura is trained enough, a person can become more than just a man (cue silhouette of Ozpin).
Assume Remnant believes time Semblances are impossible and just exist in myth and fairy tale. There might be an occasional Semblance that might involve a limited aspect of time use (eg, the Schnee Semblance which is stated to be unique in its own right anyway), but a pure, full-blown time-user Semblance just doesn't happen.
Ozpin implies to Oscar that the reason they merged is because their Auras and souls were already the same, which is why the merge occurred. If they have the same Aura and soul, they probably have the same Semblance and they were born special for the same reason (the mythical time Semblance).
So you've got a special boy who is a time-user who is born once every few generations. Traditionally, 13 o'clock is the magic hour (12 o'clock is more common these days), so let's say the boy is destined to come into his power when he turns 13. I'm stealing ideas from the Dalai Lama situation (new one is born at the time of the old one's death), but the birth of the new time-user means that in 13 years, the existing time-user will need to body surf into the new one.
Reason: in the distant past, a huge soul/Time Aura was shattered. Shards scattered through time, being born to different people in different eras. The body surfing is collecting all the shards and bringing them back together, rebuilding the shattered soul and Aura into a single 'gestalt'. Every time it happens, the new time-user becomes stronger and more powerful than previous one, adding in new ideas and ways of using the power based on each new personality (perspective) brought into the gestalt.
