Weiss being in a state of mind to be receptive to flirtations probably helped Neptune at the time. Since then, Neptune proved to be a good friend and comrade-in-arms who was with her with everything went to hell. Rich Boy with no sensitivity doesn't have a candle to that.
Weiss' image song has been more appropriate now than ever. Nobody in Atlas gets what happened at Vale. No one saw what she saw; the world crashing down before their very eyes. There's no one there for her to relate to.
And the callous rich lady wasn't just taking a stab at Vale. By attacking how useless the kingdom's defenses were, which the Huntsmen and the students are a part of, she was indirectly attacking Weiss and her all her friends. Might as well have slapped Weiss in the face and called her an abject failure.
I'm perfectly fine with Vol 4 as it is.
Its obviously meant to be a character arc, not a story one.

Volume 2 and 3 were "set things up for first half and then epic story for second half".
Volume 4 could be very much like Volume 2 and 3.
The only difference being that we now have 4 separate plotlines going on at the same time.

A character arc is a story.
And better writing intermengals character writing and plot focus. Character's have internal shit, the plot is the events which force them to deal with obstacles related to them.
The problem lies in pacing out things because, again, it's trying to tell multiple character stories all at once on top of this giant myth based story.
I'm fine with a lack of action, to note, but I can agree the pacing is eh and I feel it's something to better study as the problem with doing too much at once/splitting the voice too far apart than something to just ignore.
As of now I feel like this whole season has been a slow act 1. Which is a shame given that it's the 4th season.

By waitress, do you mean the blonde woman in the green dress at the start of the mingling scene? There was definitely something up there. The waiter entered the room, the woman walked up to him then stopped. They looked at each other for a moment, then went their separate ways, the waiter going straight to Jacques and the woman pausing by another man to dismiss a compliment about her dress.
I couldn't decide if her eyes were supposed to be silver or not, but they were certainly a similar shade to Ruby's. And I do think there's something up with that. It was almost like those scenes in spy shows when two of the team have infiltrated the party in different ways and pause for a moment to acknowledge each other just to make sure the audience can see who's dressed as what and who's allied with whom.
I also noticed that the pattern on the walls of the auditorium Weiss was singing in had the same pattern as the shirt of the man Jacques was talking to about Faunus wages.
I'm expecting Mantle to be the stress point with Atlas that we see explode because it's obvious that Volume 4 is setting up Atlas's stress points — Faunus and Mantle's economic deprivation, and the fact the SDC is now clearly the flashpoint for both.

My various fanfics.To be fair, he was also really annoying during that one tournament fight, though that fight was kinda bad regardless of his behavior. Still, I agree that he has otherwise been pretty harmless as far as characters go, with nothing really bothering me about him.

The only two people we met were Not-Neptune and Elitist Woman.
Again it feels like, if you didn't watch the WOR, you'd have no idea who these people are or why Weiss is so pissed at them. Jacques and his crew probably don't get why the Faunus revolted, sure, but then that party guest Weiss sent a Boarbatusk at was just being loud. We don't know if Weiss's assertion was right - Not-Neptune showed up not even knowing or caring what the charity was about, certainly not b'tching about how Vale "deserved to get razed to the ground."
We're just supposed to believe everybody in the room is a witless high-society type because Jacques is an ass, not-Neptune showed up, and Weiss and Ironwood spoke out against them.
If one party guest says America deserved 9/11, does that mean everybody at the party agrees? Weiss doesn't snap at the guest, she snaps at everybody.around her. Well obviously if Weiss is flustered then she must be surrounded by people doing the frustrating. But the show didn't really build to this. Or establish any "f'ck Vale" sentiment among the Atlas-neeans... Atlanteans... Atlesians...
...until that very moment. Unless I missed something when Weiss went to look at that painting.

No argument there, it would be nice to see other defectors from the White Fang. I'm just saying that they've clearly established the White Fang as it exists now, isn't a good, or even morally gray, organization anymore.
It can easily be argued that it would have been better for the story but I don't think it can be argued that they set it up that way and then just decided "naw, fuck that".
