We see her rig non-Pyrrha fights though. And Pyrrrha wasn't the only student on her list of targets. She wasn't even the first. "'Add her to the list" ie. There were others on the list before Pyrrha.

It would be very stupid to hinge the entire plan on Pyrrha getting to the finals since while she is one of the best athletes in the tournament a freak occurrence could happen and knock her out of the tournament early.
Also I doubt that Cinder knew Pyrrha would be picked as the Fall Maiden replacement. She could have made a guess that she would be a candidate but knowing 100% that they would pick her would be unrealistic considering all the variables that would have had to be considered. I mean hell there would have been a stronger argument for Ruby to be the new maiden from an outside perspective; Ozpin personally let her into Beacon two years early, gives her a lot more slack and leeway and her uncle came to Amber's rescue and is tight with Oz.

Jacques is the classic "I don't want to get involved" character in most works, I suspect that he can't see past the Schnee Dust Company. Either:
- He's like Luke Skywalker at the start of A New Hope "I don't like the empire, I hate it but there's nothing I can do". He doesn't want to ruin his company and reputation by getting involved in what, to him, is a bunch of war and trouble in a far off kingdom when he has a company to run.
- Like Luke losing his family to the empire, soon the war will come to Atlas and Salem will send in her goons (plus the White Fang) to make a mess of things.
This gets him off his ass and into the fight on the side of Team RWBY.
