Following her around in a dark cloak to disguise his identity so she doesn't know he's watching her is literally stalking her. We can argue about his motivations for stalking her, but he was doing it either way.

Well, none of them (auspiciously) have any romantic/sexual interest in Blake, so I'm going to go with "no". It doesn't mean Sun doesn't have any good intentions or ill-will, but it does change the dynamic.

Ruby has been fetish-dressed from the beginning. A fifteen year old in a mini-dress that barely covers her backside, a laced corset that accentuates the location of her breasts and a Volume 2 alternate uniform that's even worse.
From the beginning of this show, every single child character (and most of the adult characters) have been dressed for different kinds of sexual fan-service. Including Ruby.
In that respect, Volume 4 is no difference to any other volume.
If my post doesn't mention a giant flying sperm whale with oversized teeth and lionfish fins for flippers, it just isn't worth reading.They wouldn't have to change the characters to make this more palatable. Even if it had still been Sun, it wouldn't have been so bad if he didn't proceed to spend the entire episode aggressively hitting on her and disregarding her consent. His rationale about wanting to keep her from getting herself killed would be a reasonably believable one if he wasn't also acting like Grabby McYouKnowYouWantMe all of a sudden.
By definition, it would still be stalking, but it'd be stalking with a good reason. There is, however, no good reason for his behavior throughout the episode - and it's really uncomfortable that he turned into an obnoxious sex offender the moment he and Blake were away from the prying eyes of their teams, as it casts his previous good behavior in an unsettling light.
If the purpose of this episode was the complete character assassination of Son, it did its job quite well. However, I doubt that was meant to be the case. More than likely, RT just doesn't see a problem with how he's acting.

Hyped for Hyperdimension Neptunia V 2Yeah, this episode drove in that I just hate Sun now. He's a creepy asshole who stalks Blake and continues making some disturbingly pathetic and desperate come on ins in the middle of a life or death battle.
I've never been fond of this ship to begin with, and now I just outright hate it. Tobias said everything that needs to on this. B Tw, Tobias, that is the greatest nickname I think I've ever heard. Congratulations.
And yes, Salem was great again. Betting that Ozpin's definitely manipulating the pieces to fall where he wants them to.

So, who wants to have an uncomfortable 4 page discussion about the definitions of consent and sexual assault, and gradually snowball into a heated discussion about its relation to the context of the scene? We can get large and personal about what we all consider wrong or unethical about what Sun is doing, and whether it matters to the show's writing and atmosphere until we eventually lose track of the original argument about Sun and Blake. Eventually the ice breaks, somebody lurking comes in to say something harsh, and one or three of us gets thumped.
Let's all think about how these discussions usually go - nobody's exactly right, and nobody's exactly wrong. Either way this is the last bone I will throw into the pile. Yeah, I'ma leave for a week too.

She has a bad habit of doing things on her own. Not unjustified, as Adam made it clear he will track down and kill anyone associated with her, but still.
Really, I feel like Sun has taken Jaune's mantle as a comic relief and every single one of his traits has been overblown to a point where he feels like .a wholly different character, and not a necessarily better one.
At the very least, Blake makes it clear she dislikes his antics.
I'll be optimistic, and say his behavior was just because it's been awhile since they've seen each other, so he's (trying) play up his charm/jokiness to get things back to normal. He'll simmer down after a bit. Hopefully.
Edit: But seriously, we all really do read a lot into one episode don't we?

Let's ignore the fact that Sun is attracted to Blake for a bit, because part of his motivation was following her because he was worried as a friend and wanted to back her up on what he assumed her plan was.
Its like, we're so caught up on his (admittedly obnoxious and unwanted) advances, that we kind of ignored that he really didn't just come there to hit on her. If he did, then sure I'd agree with the negative sentiment, but he didn't.
That said, I really hope they don't hammer that into the ground quickly, because then he really would become obnoxious and I won't be able to shake the feeling that it was simply because to make him less appealing compared to Yang.

Anything can be fetish fuel, sure. But there's nothing about Ruby's initial outfit that's inherently sexualized (at least not from where I'm standing). This one, conversely, has a tit window. That's pretty inherently sexualized—and bloody uncomfortable, I might add, on a fifteen year old girl. Makes my skin crawl.

Honestly, Sun seemed to have gotten that Blake was not in fact happy to see him and was not in the mood for flirting after she slapped him. Hopefully it stays that way.
Almost certainly 16 now (small difference I know), and I don't think it's that much worse than a tank top, at least if I'm recalling correctly.

Corsets, lacing, exposed legs, tights underneath a frilly skirt... don't get me wrong, that's not my thing by any stretch of the imagination, but she ticks a hell of a lot of boxes.
Captain Capsase: This seems to support the theory that Ozpin has some sort of Resurrective Immortality going on, since Salem at least seems to consider it plausible that Ozpin actually was killed by Ciner, yet is worried about what Ozpin is planning.
What interested me is that hearing that Cinder is honestly certain that she killed Ozpin is not good news for Salem. Apparently, she equates Ozpin being killed to Ozpin enacting a plan.
In other words, death is just a strategy for Ozpin. Now, faking death is definitely a strategy, but sometimes stories have characters who can genuinely die.... but not for long. I've seen shows where these characters actually deliberately manipulate their own deaths to achieve the end-goal of their plan.
So, the question is: does Ozpin fake his death, or does he have a resurrection clause (or curse)? Either way, she clearly doesn't believe Cinder is capable of killing Ozpin if Ozpin doesn't wish to be killed, which is why she's concluded that if Cinder genuinely did kill Ozpin, it's because Ozpin planned for Cinder to do so.

That's the issue with his aggressive advances: it colors everything else he's doing.
Concern for Blake was the reason he stated for why he was secretly watching her. That doesn't actually justify anything about his advances. Someone up above asked if it would be any different if Yang or Ruby or someone was there instead of Sun but did the same things. We've answered that question, but along those lines, here's another:
Imagine if it were Adam instead of Sun. Adam who unveiled himself when Blake was in danger and revealed he'd been watching her this whole time, who badassedly helped take down the dragon while taking every opportunity to hit on or grab Blake, and Adam who explained himself as, "You were going to put yourself in danger, so I secretly followed you around to protect you from your choices."
Yang or Ruby don't really fit because of all the sexual aggression. But Adam? He slides into Sun's spot here perfectly.

It's worse, at least in my opinion, because it's so impractical. Yang's outfit is arguably just as bad, but bothers me less, because it at least looks comfortable and like something somebody might reasonably wear. Ruby's, conversely, with the poofly sleeves and high collar, but no covering on the upper chest, just looks strange, seems like it would be highly uncomfortable, and would seem to exist for no other reason than to show off cleavage.
I suppose that's part of what bugs me about Blake's new outfit too. Trenchcoat+glorified bra? Are you trying to cover up or are you trying to show off? Make up your damn mind.
I don't mind impractical outfits in a show like this, but boy do I mind impractical sexualized outfits.
And all of this. So much. I'd considered the Adam comparison myself. And that, more than anything else, is what makes this all so much more nasty. She's had one abusive ex, and Sun sliding into that spot seems to be a thing that is now happening.

Also of note is Cinder struggling with something. Perhaps its the Grimm bug, or perhaps its the maiden power in general. Either is plausible, though I would tend to favor the latter, since Ozpin's last second apology to Pyrrha indicates he knows he's thrusting a horrible burden on her without her knowledge.
I feel like you might be overreacting a bit. Whether or not you believe him, Sun had a plausible reason to be following Blake that wasn't creepy, and thus far he has not attempted to murder Blake for rebuffing his advances. His advances are wrong, but not nearly on the same level as Adam.

@Ambar: I hate the sexualisation of female characters. Especially female characters who are allegedly supposed to the strong female leads of the show. That's why I try not to discuss the clothing in RWBY much and just joke about it when I do discuss it (to keep the tone light). It's my pet hate about the show. The characters, especially the female characters (but the males, too, let's face it), are heavily sexualised and have been from the beginning.
I do not like Ruby's clothing. None of it. It's all quite openly fetish-fashion. Lace corsets on a fifteen year old girl? No. Just no.

I don't think it would be "protect you from your own choices" so much as "be there for you whatever you choose" but I can't really argue with the rest of it. All I'll say that I'm not going to assume this will be the norm for the rest of their interactions.

That's why I don't discuss the clothing much. It's an anime-influenced show, so I was expecting sexualised characters. You're right, it's not as bad as many anime/manga.
