It does seem like getting the Maiden gig was Cinder's ticket to the big boys' table, and she kinda screwed that up a bit. Salem's still on her side, but she's not feeling so smug anymore. I doubt Watts, Hazel and Whatsisname regard Mercury and Emerald (and Roman and Neo for that matter) like anything more than a particularly annoying chihuahua.
The impression I got is that Cinder was already part of Salem's inner circle — I doubt she found out about the Maidens, got her weird grimm-controlling powers, etc all on her own. What's not clear is whether she's low man on the totem pole because she's the newest of the bunch (she certainly seems to be the youngest), or because getting beaten up by Ruby has lowered the others' opinion of her.
Really from Jupiter, but not an alien.Roman complains on multiple occasions about being kept out of the loop. He is absolutely not part of the inner circle.

They're one-dimensionally evil. They don't need a reason to be dicks to each other.

I actually don't see it very commonly...but recently a lot of shows I've been watching haven't had multiple villains appearing together.

This reminds me of a book I read once that highlighted how Teddy Roosevelt had a strong dislike of Winston Churchill. Thing is though, Roosevelt described Churchill in unflattering terms that were often used of Teddy himself. He disliked him essentially because he saw too much of himself in Churchill.
Note that Churchill and his cousin weren't all the similar and got along famously.
