I get a lot of the reasons why the Breach was so underwhelming, but those aren't really good reasons to have an underwhelming finale. They're good reasons to not use a faceless mook horde as a finale.
Season 3 had effectively the exact same finale season 2 had. The difference was, season 3 had a lot going on alongside the Grimm swarm that made it more threatening to the protagonists. The actual villains were there. There was a super Grimm dragon. Atlas mechs. The works.
Season 3's finale was basically season 2's finale done well.

It kinda shows that Torchwick is small potatoes in comparison to cinder in my book .
Volume 3 gets thw advantage of being a more through plan in comparison. Cinder gets a army including upgraded mechs and robots to turn on the heroes and white fang coming in by air. The two can't really be compared since one is an actual organized attack and the other is a rushed raid that had no leg to stand on alone.

and Tobias...I disagree, look Atack on titan, they manage to make the mooks scary and a challange for the heroes which is point here, it never feel RWBY are strugling with grimm before cavarly enter, volume 3 is better but in part because everything get worst ....THREE TIMES!

Breach would have probably been slightly harder if Torchwick had not lost two thirds of his forces trying to rush the plan once they were discovered. None of the white fang or prototype paladins made it out of the hole to contribute. Which ironically enough without the breach volume 3 probably would not have had as much damage since if Ozpin had not been made to look bad.
- Ironwood would not be in charge of security for the festival.
- He probably would not have been authorized to bring more of his army into vale
- Might not have had a reason to show off his forces and have his system hacked
- p v p probably does not happen or less chance of it happening.
- no hack means no atlas forces turning on heroes
- means potentially someone stronger then a first year guarding the year for the transfer
