I really don't see how Ruby could not know especially with Qrow as her uncle (since she'd know he has no blood relation to either of her parents) unless they're all conspiring to keep it from her, which seems frankly stupid that it's some deep dark secret they think they need to protect her from.
The obvious answer is that Ruby just doesn't really care. She effortlessly rolled with Penny being a robot, you think Yang only being her half sister is something she's gonna have a breakdown about?
Yes, but he shuts down and then suddenly opens up just enough to give Yang a small piece of information? Perhaps I'm too suspicious from the kinds of stories I'm used to reading, but it seems to me that there had to be a trigger - something that took him from 'shut down' to 'open enough for a brief conversation', and even Yang's perspective doesn't make it sound like it's a conversation Taiyang willingly engaged in, indicating something may have forced him to tell the bare minimum he could get away with sharing.
My suspicion is that this trigger was Qrow.
On the subject of Ruby. It was Yang's comment that she thinks Ruby didn't really get what was going on that raised my suspicion about what Ruby does or doesn't know. I get the impression that Ruby hasn't been told, and that Yang (at the very least) thinks Ruby's protected from the drama going on inside her own head (after all, she once almost got Ruby killed, so she might think she's protecting Ruby by not telling her anything). I would expect Ruby to be the standard hero in this instance - she knows, but she's not going to push the subject she knows the other person doesn't want to speak about. It's not about not caring, it's about empathising with someone's pain to the extent where you don't want to put undue pressure on them, so you stay quiet and silently promise yourself that you'll be there for them should the day come when they need to open up.
Further more, it instantly made me suspicious about Ruby's own pain - pain that it seems likely that Yang knows nothing about. Yang talks about Ruby not really knowing, but my guess is that Yang doesn't know as much about Ruby's feelings as she thinks - and her wobble during that conversation with Blake where she almost hesitantly says 'I think' suggests it might have briefly occurred to her during that conversation that she actually doesn't really know what Ruby knows or how Ruby feels about the events surrounding Summer's death.

I think Cinder might be a silver-eyed warrior herself, and was used by Ozpin much like Ozpin planned on using Ruby. The whole song is basically about not being used and that the truth must come out. How there's loss with what Ozpin does but no gain.
"Lies/ Truth will rise/ Revealed by mirrored eyes" is why I think she's also got silver eyes.
That awkward moment when Ruby first met Cinder still needs some clarification. I'm not sure if that was another Monty thing that's never going to come up again or what. I was so sure that Cinder's eyes had some kind of special power, which makes the idea that she was a Silver Eyes too appealing.
But yeah, her suprise at Ruby's sudden finishing move wouldn't make sense. Unless Cinder was supposed to be a Magical Girl too but failed somehow.

As noted, the biggest flaw behind "Cinder is a Silver-Eyed Warrior" is the fact that Cinder doesn't have silver eyes. And yes, they do appear to glow

That's what I thought. I mean, we were told some people even merge dust into their bodies but the eyes seem like a very...weird and delicate place to do that. And we have no real reason to think it anyway.
I thought her eyes only started glowing after she took some of the Fall Maiden's power.

Maybe Cinder's Silver Eyes were turned off? We've at least two cases of characters changing eye color: Yang and Neo. Even if she's not silver-eyed, the scene where Ruby notices something off about her but then proceeds to ignore it is suspect. Though due to current revelations maybe that was just due to Cinder apparently being part-Grimm, or at least able to conjure smaller Grimm.
(Oh god if she's the "humanoid Grimm" everyone was asking for I'm going to flip.)
Or maybe Ruby noticed the glowing eyes were similar to "That Leggy Silohoutte" from Volume 1. But Ruby later fought Cinder and still didn't put two and two together.

On how Yang found out about her mother, I'm watching the episode right now and she says her dad told her some stuff. He might not have been the one to tell her but the implication is that he is. As for why, who knows.
