They're a pretty straightforward eccentric crazy person and straight man duo, but in comedy duos like them, the straight man is usually flustered, annoyed, or otherwise aggravated by the eccentric's antics. It's typically presented as a one-sided relationship; the crazy person and the poor bastard who just can't get rid of them.
Instead, Ren is presented as affectionately bemused when Nora goes crazy, which makes it much easier to believe that the characters have the long, friendly history they're supposed to. Ultimately, this makes both characters easier to like, because neither of them is presented as "the asshole" of their duo.

So recently I started to play Overwatch, and I've been wondering which character can be compared to RWBY characters.
Ruby is definitely Genji.
Weiss probably Luciu.

Also: No, Ruby would definitely prefer Tracer; Nora would like Reinhardt for obvious reasons

I think Blake is a better fit for Genji, since she's much more of a ninja than Ruby is.
I guess Ruby could be Tracer, since they both have Super-Speed to some extent and Ruby may or may not have time powers of her own.
Meanwhile, Yang is definitely Zarya; both of them take damage for their allies, powering up their own attacks.
I'm going to pretend this said "Ruby is definitely Tracer" and call it a day.

The idea that Ruby stop the dragon from moving, for some reason some fans since to think she have ice power but many think she actually stop the dragon in time, so that is the reason it still there in the tower.

Personally I think that's wrong. It's clearly speed since she causes jetstreams and such when she moves. Ozpin is the time guy. Compare his super speed to Ruby's. Ozpin just makes movements very fast, like he's on fast foward with no affect on anything but himself. Ruby doesn't do that.
I honestly think that her Semblance and Silver Eyes are unrelated powers. Unless Summer or other Silver Eyed Hunters™ have similar powers to Ruby, then I think those two things are unrelated.

I second what Tobias said there. Despite their comparatively limited screentime, I honestly think they come off as more functional than most of the other ships around, because while Nora is crazy, Ren is totally unperturbed by it. Really, the only thing that needs to happen for them to get together is for one of them to flatout admit the interest.
I read a fanfic, by the way, in which Ren is fully aware of Nora's interest and returns it, but has yet to say anything because he's concerned that when he tells her, she's going to be so happy she ends up breaking things.

It's also worth noting that up to this point, Cinder hasn't had to contrast heavily with Ruby—that's been Roman's job. He and Ruby didn't take long to fall into the classic superhero/supervillain "hate based on repeated encounters" rivalry—complete with derogatory nicknames. Roman had fought the entire team, but it's Ruby that most of his frustration focuses on, and the contrast between the naive, idealistic teenage girl and the jaded male gangster/criminal mercenary is pretty sharply drawn—and only reinforced by Roman's Motive Rant cum Shut Up, Kirk! in his final episode.

On Ruby's powers: I don't think she's got any kind of time powers. Personally, I think what her Silver Eyes did to the Grimm Dragon was petrify it.
