(This is one of the better AMV's I've seen - the Qrow part at 1:47 in particular - it's just well-edited. That or this song goes with almost anything)

Qrow clearly had been waiting for her all day, so he knew she was coming, he waited till she was in a crowded area so she'd have to check her fire with her fancy AOE glyphs and summons (where as he just uses a sword for the most part) then he deblierately baits her into attacking him, holds her off just long enough to draw Ironwood's attention, then stands down and waits for Ironwood to publically dress her down.
No matter what anyone does Winter looks bad. It was practically Cinder eque in execution.
Why exactly he wanted to make Winter look bad is still unknown. Personally I think he suspects her to be working with Salem. Cinder's scroll hack did seem to be done by someone with a "W" as their codename.
Winter is not perfect...just like the season.

Shaoken mentioned that Qrow sees Winter as a proxy for Ironwood, and judging by what they said before they started fighting, and Qrow later tearing into Ironwood for pretty much every decision he'd made thus far, it does make sense that he'd want to physically bash out some steam on the nearest Atlas head honcho that he could probably get away with.
But also based on their interaction, it seems Qrow just enjoys messing with Winter. We're lucky that aspect of Uncle Qrow didn't rub off onto Ruby, or her friendship with Weiss would never have happened. Qrow and Winter are as different as cats and dogs, it's inevitable they'd go at it for the flimsiest of reasons. Trolling Winter is just how Qrow amuses himself.
So an already shaky working relationship made even more unstable by their respective paths of action.
Just a note, the reason I think Emerald pretty clearly was obscuring the villains faces when Qrow showed up is because we don't see her more basic illusions when we aren't seeing it from a characters, perspective. During the Amber fight there were many times when it switched to Amber's view and it was then that the illusions were focused on, and when Qrow arrived and we got his view, Cinder's face at the least was obstructed, though I don't remember if the others were in the shot.
As for his drunken behavior, I note that during the battle for Beacon, when he's talking to Ironwood, he doesn't really seem to be slurring, though he does maintain the rougher, more gravely sounding tone, which I think is meant to be his normal voice. I think we can infer he isn't drunk at that point, at the very least, so I don't think he drinks when he's explicitly working and fighting important battles.

Also is funny because clearly Qrow treat Ruby WAAAAAY diferent that many other, with more calm and respect than even yang, I almost said he have parental favoritise toward her, maybe because he is hiding something?

I could have sworn either Monty or someone else answered a question about that by saying we hadn't yet seen the Dorothy analogue, though I don't know about a source for it, unfortunately.

Also yes: Monty said we haven't met Dorothy yet for the Wizard of Oz stuff. Then again, he said that in Volume 2.
@unknowing: I subscribe to the headcanon that Qrow had feelings for Summer, but Did Not Get the Girl, and she ended up with Taiyang instead. His relationship is so much better with Ruby because she's probably exactly like her mother, whereas Yang probably reminds him too much of his twinnote sister. And no, his feelings for Ruby are not anything more than familial before any of you all make a comment on that
Sorry, but I knew someone would bring up the Love Father, Love Son trope when I mentioned the "Qrow was in love with Summer which is why he's so nice to Ruby" headcanon, so I felt the need to nip it in the bud before it happened.

My theory is that the Wizard retains a connection to the magic he gave to the Maidens - especially if Maiden power calls to itself when split. My theory is also that the Wizard's power passes down the same way as Maiden power, but to older men, rather than younger women. Ozpin is either the Wizard or the inheritor of the Wizard's powers and he's grooming Qrow to be his successor (hence all the old man jokes thrown at Qrow and the comment that Qrow is very like Ozpin).
Either way, whether Ozpin is the Wizard or the inheritor of the Wizard, he has a Spidey sense for the Maidens, can sense when they're in trouble and send out a response. Whether it was Ozpin who flagged Amber's situation or Raven, I believe Qrow was teleported in to intervene just barely in time. I do not believe Qrow just happened to be in the area. He was either tracking Amber in bird form or he was teleported in at the last minute by either Ozpin or Raven (it's also my belief that Raven works for Ozpin, but she's in deep cover unlike Qrow, who openly works for Ozpin - there's a reason why the three of them share a gear motif, I'm certain).
Ruby isn't Dorothy. That is one thing we do know.
Back when Monty was alive, Monty, Miles and Kerry were asked about Dorothy and the Cowardly Lion given that we knew about the Wizard, the Good Witch and the Tin Man, and that everyone was assuming Qrow would be the Scarecrow.
The three of them confirmed that none of the characters we've seen in the show have been assigned the Dorothy or Cowardly Lion roles. However, they said those two designations had been extensively discussed between and therefore the fans should watch this space for more.
So, we do know that none of the characters from Volume 1 are Dorothy or the Cowardly Lion and the majority of Volume 2 characters aren't either. It was strongly implied that we would see Dorothy and the Cowardly Lion eventually, but it was clear they weren't any of the characters already introduced.
My head cannon is that the pacifist leader of the White Fang who was deposed by Adam's group might be the Cowardly Lion. Menagerie could also have a leader who might turn out to be the Cowardly Lion (and it would make him an equivalent to the headmasters - and the deposted White Fang leader and the Menagerie leader could even be the same person).
There are also two other headmasters that need to be introduced, and it would fit if they were Dorothy and the Cowardly Lion given the positions Ironwood and Qrow hold.

And with Amber...I think the must logical idea is that Amber was going to see him but got delay by Cinder and the other two, Qrow star suspecting thing and rush to see, the issue that he just move did one move, see a blurry Cinder and move away to Amber.
In fact I think the whole thing is also a reference to Oz dosent it? as the scaredcrow is first companion of Doroty
Qrow dosent like Winter because he see her as Ironwood little lapdog, obeying every order and having a unironly belive in Atlas might while Winter hate him for his lack of decorum and getting away with it.
in a way they mirror a harsh version of Ruby and Weiss in volume 1: Ruby thing Weiss is soplied brat who want to tell people what to do and on the other hand saw Ruby as condesending for been there two years earlier.
