I don't think it was anyone's idea. It's a limitation of the technology they had to work with. They tried using satellite relays but Dust runs out of power if it gets too far away from the Earth. Which is, in and of itself, an interesting tidbit about the mysterious metaphysical substance everyone relies on but nobody understands.
So they wound up with the system of building what are basically codependent radio towers in each city for lack of better options.

Rules of the Internet 45. Rule 45 is a lie. Check out my art if you notice.I don't think the "give it time" argument with Cinder is applicable because she's had a great deal of screentime as is. I do agree it's possible she'll showcase more in the future, but that argument doesn't negate the criticism of what's happened so far. It's more a plea to hold out for more instead of forming any judgments base on all we've already had. Which we've had substantial material to work with and people to point at who showcase way more.
Also, I'm not a fan of The Stoic argument as I feel there's a difference between being stoic and being flat. It comes down to the fact that in nearly every scenario we've seen presented, she's just that. She's that in private, she's that in public, she's it in a situation where she's supposedly had things go awry to when in control, and so on. She's just the weakest of the antagonists to me and not high on the list of things I look forward to in the coming seasons. I'm open to where they'll go with her and I think she can be used to showcase more, but that doesn't change the feeling that her only dimensions so far are "mysterious" and "smug".

I like her appearance with short hair, that's the take I find more attractive. Anyway, given the timing of things, that was somewhere around a year or so ago as opposed to it being that long back.

Improving as an author, one video at a time.So my new headcanon with Cinder is that her appearance in Chibi is how she wants to act, but for the sake of her plan she has to act stoic all the time.
So next season when we see Cinder retire to her personal chambers we'll see she's decorated it like an evil genius and has sound proofed the room so she can engage in maniacal laughter without alerting Emerald of Mercury.
(Awkward first post on the forums... Hi.) Anyway... So I got in RWBY about a month ago, and I really love it. My favorite characters (besides Ruby herself because you can't hate her) are Yang and Pyrrha. And I'm currently on episode 7 of Volume 3. So yeah it's really good and also breaking my heart.
Having now watched RWBY Chibi 18, I can officially say I love Chibi Cinder.
I'm all but certain she's Older Than They Look.
Speaking of which, we're taking my roommate's little sister through RWBY and I noticed a line from Ozpin in one of the first season episodes that's very interesting given the "Ozpin is the Old Wizard" theory.
When Ruby and Weiss are being given pep talks about their respective roles from Ozpin and Port, respectively, Ozpin says this gem:
"Ruby, I have made more mistakes than any man, woman, or child on this planet."

It could be about Salem, it could be about empowering the Seasons, it could even be something he did before he met the Seasons - something that might be responsible for why the Wizard of Ozpin became a sullen hermit before they met him.
Hell, it could even date back to whatever conflict must have happened in the past that would have resulted in the post-apocalyptic scenario we're in now. We have no idea how old Ozpin is.

I'M MR. MEESEEKS, LOOK AT ME!Yeah, the Wizard. He's who I was referring to by the "Wizard of Ozpin" crack. He summoned up as much magical power as he could and split it between the four as thanks for bringing him out of his lonely hermit shell.
It's never explained WHY he's a lonely hermit, though. I suspect it might be related to whatever terrible conflict created the Grimm, destroyed civilization, created dust, and/or blew the f*ck out of the moon.
