Cinder is flat because she have been show only one emotions(smugness and being vaguely foreshowing) over and over, even when she is with Mercury and Emerald alone she is like that, compare with Roman who is bossy with his henchment, try to show off his strenght with Emerald and Mercury, is scared of Cinder, prove to be a charming liar in WF meeting and get really annoyed of Ruby shit and give her the good old ultraviolence
And for rhe match ambar is saying, he forgot another thing in favor of Emerald: she is theif which know she know how run,hide and move his away behind at enemy, in fact I guess Cinder also rigged the stadium in their favor since it was perfect for their style of combat.

Best comparison I have is Satsuki Kiryuin from Kill La Kill. Is she a flat character? She spends the first half of the show mostly being stoic and superior to everyone else. Ryuko only occasionally one-ups her and Satsuki's true motives aren't revealed until later. Yoshikage Kira, Maximilian Pegasus, Freeza, Toguro, Hisoka, Sosuke Aizen - all of these are villains who are about as stoic and mysterious as Cinder is for a good while - it takes them awhile to develop or show any other emotion than their initial one. None of them are Flat Character's just because they're not Haruhi Suzumiya and change their minds every 30 seconds.
There's a difference between a flat character and a stoic villain. Cinder really hasn't made enough appearances yet to warrant Flat Character. Another season of stoic vagina-waving and mysterious plan-making and yeah, then I'd call her flat. Her last words to Pyrrha indicate there's something more to her.

Cinder's not without a sense of levity. Dancing with Mercury, stepping into an elevator casually while the guards looked ready to piss themselves, heating a popcorn kernel on her neck. She seems the type of character whose largely business-first.
It's hard to see her as flat when she's voiced by someone who most certainly is not, and when there are villains who show far less emotion than her.

Black Humor is still comedy...but those characters also show much more expressive range.
Merc and Emerald have occasional back and fourth, that's something to acknowledge.
So far...the only character who shows less emotion than her is Adam (and the chainsaw guy)but that's probably a crime.

Maybe but she still talk in that vaguely sujestive and foreshaowding manner even when she is alone with Mercury and Emerald, look both of them: can be friendly with groupe, are dickish with each other and act casual and tarantinesque with tuskon(easly my favorite part of volume 2) Cinder dosent have that except in the very end when she cry for a moment after hearing Phyrra "do you belive in destiny" and her "WHAT" after Ruby unleash her shari....I mean white flash at her.

Freeza is shonen villian and furthermore, DB strenght is how to mantain tension(after all is one of the few shonen with filler that nobody care) the mystery of him is not his personality of motive but how godly strong he is
Anyway, I just saw episode 18 and yet, they make fun of Cinder evil plan and the fact Ruby trust on her so easly.

The reason her only emotion is perpetually smug and acting like she's in control of everything is because we are in the part of the story where she is in control of everything and thus warrants some smugness.
Cinder doesn't have much emotional range because, at this point, the only thing she's done is win everything and be perpetually awesome all the time. She doesn't have a reason to get angry or forlorn or aspirational or longing in the segment of the story that's "Cinder wins everything forever".
Darth Vader spent nearly 2/3 of his trilogy being completely static and flat, only gaining some personality beyond "Scary guy who chokes people" in the last few minutes of Episode V, and he's remembered as one of the greatest villains of all time.
Give Cinder some time to get to the part of the story where the protagonists actually start challenging her before complaining that her only emotion is Badass Queen of Mt. Victory.

Hell, even Adam the edgelord have a least 3 diferent range: he see him serious in the black trailer, he is blunt with Cinder in their meeting and them the whole abusive thing(I dont like that moment but anyway) Cinder just have that...all the damn time.

I wonder what kind of music they have in Remnant. Like, I wonder if they have equivalents to like House, Heavy Metal and all that.
'cause I feel that certain bands fit the "theme" Remnant has very well. Avenged Sevenfold, Disturbed, Skillet and like... Daft Punk could all fit quite a few of the things.
Especially post Volume 3, Skillet and Disturbed's latest albums (Unleashed and Immortalized) have a lot of songs that fit very well.
I'm choosing to believe that the soundtrack is just blasting in the background of every fight. In retrospect, Coco and Yatsu really should've known better than to fight Merc and Emerald to the tune of I'm The One.

They have a lower class that mostly live in the wilderness and fight monsters in epic battles to the death. Ominously silhouetted political figures, holographic street lamps, superpowered school teachers, giant death robots.
Totally like our world. They probably have some equivalent of Pokemon Go. Grimm Go.
