We see when the gears turn in his head on that.
Nora gets shocked by the taser. The announcer announces her Semblance. Then Jaune suddenly looks back at the mountain, looks up at the peak, and sees the lightning storm. At that moment, he tells her to climb the mountain.
He does have a cool moment during the tournament where he has Pyrrha bounce off his shield so she can block a sniper shot at Nora. That's a good Jaune moment. But it's drowned out in all the terrible leadership and "LOL Jaune sucks so hard" comedy in the rest of the fight.

Eh, it's not my fault the writers are so dedicated to Jaune being hilariously incompetent that they robbed him of a triumphant Character Development moment only to try and bring it back a season and a half later, expecting us to totes take it seriously this time.
Then immediately resumed shitting on him for lulz.

Oh god damn it.
Volume Four Ruby doesn't wear tights anymore? Cinder's so evil she even stole Beacon's anti-upskirt technology.

I'M MR. MEESEEKS, LOOK AT ME!Jaune actually didn't get shit on that much in this volume all things considered. He only really made 2 actual mistakes.
The team meeting in the middle of a match. And to be honest considering the other team didnt take advantage he was hardly the only one given the idiot ball.Keep in mind that out of the 3 'main' teams in that tourament he was the one who came out of it look like the actual leader of his team the most
And the Amber thing.Which is highly debatable. All in all skills wise this Volume was pretty good to him

Sun literally has a song about being in love with Blake.
I don't want to get into the likelihood of any ships, but the Ship Tease for both of them has been about as subtle as a brick to the face. There's not much point breaking it down further than that, because if a creator wants a ship to happen it will happen regardless of how much "evidence" it had.
The entire nature of Die for Our Ship is silly.
Murder isn't the best solution.
It's the only solution.
Let the joy of love give you an answer! Check out my book!He does?
I admit, I can't make out the lyrics to a lot of the music in this show. That's a bit more blatant, yes.

Also, the reason why everyone says there's lot of Ship Tease between Blake/Yang: See here
It's the largest section on the page.

That's exactly the problem, though. The Joke of Jaune - Haha, it's funny how worthless he is in, like, every imaginable way! - keeps getting hammered out, while his actual Big Win moments like his conflict with Cardin or his tournament victory are constantly attributed to his teammates being awesome while he's...well, present. Usually getting humiliated for lulz.
By the end of season 2, Jaune gets a big moment of awesome where he drops a single Ursa by himself without Pyrrha needing to magnetically manipulate his weapons for him. An amazing point of development that can be summarized as, "He finally achieved the level of progress he SHOULD have had a season and a half ago."
