And it's really not hard to understand how someone might have arrived in a room with elevator access after other people have used the elevator to get to that room. That's, like, the easiest thing to explain ever. She came from the elevator. Mystery solved.
She watched Ozpin, Pyrrha, and Jaune take the elevator down to the Vault. She followed the elevator down. She entered the hall through the elevator. Then she shot Amber. This is not a mystery.

Because they would want to make sure that their friends are okay after hearing a bloodcurdling scream- this is demonstrated several times throughout the series. Like, honestly it would be worse for them to not be worried when a loved one screams like bloody hell.

That's something Cinder deliberately took advantage of and then critized with how loose cannon the Beacon students are instead of being dignified and professional.
Atlas treats their hunters like a military (and actually encourages them to join the military) and they get hell for it because the population of Remnant are scared of armies thanks to the Color War.
But look at Qrow. He's basically one of the best hunter's Beacon turned out, and while he knows he's doing he's also a rude insubordinate drunk.
So yeah. Jaune needs to step up, but expecting him to act like a soldier in a well oiled machine is just not going to happen. Nobody in that situation would have done anything different except maybe just outright rushed Cinder instead.
Well let's break it down like this.
Episode 10 ends with Cinder observing Ozpin from afar before Pyrrha and Jaune enter with him to the school. She knows that the Maiden is in there and she is going to follow them.
The thing is, she was like a few buildings away. Are you telling me that she was able to come all the way to the school, find the elevator that takes you to the vault (Which was already been used) and have enough time to kill amber before the transfer ends?
And we are blaming Jaune for overlooking for one second? Either she teleported or i'm calling it a plot hole

Having doubts is fine. Having questions and wanting answers is fine. Taking your eyes off the only point of entry at a time when you are under siege by enemies trying to kill you and everyone you love is not fine.
What this boils down to is that Jaune dropped the ball and got Pyrrha and possibly Ozpin killed. He screwed up really bad.

Cinder probably enter, Run(she can as it show she is fast) and fire a arrow, unless Ozpin being so far to catch arrow mid air, Cinder just need to keep shooting until is over, in fact have Jaune being guard all it need to happen is to Cinder blow him apart with a fireball and them shoot, BAM the sense result
And not, given Yang nature he would try to face Cinder face to face, she try that with Adam and he show why you didnt face with the edge lord

I think you're sorely underselling Ozpin's combat skills if you think Cinder would be able to land a shot on Amber with an alert and ready Ozpin actively trying to keep her from doing so.
With Amber's power-up, she was shown to be about even with Ozpin. Without that, Ozpin would mop the floor with her.
Jaune wouldn't really need to do much. Maybe use his shield to block an arrow here or there, but for the most part, his job would be done when he shouted the alert.
