I'm glad they did, because her design is great, and her Silent Snarker schtick hilarious. Though, assuming she survived the events of the finale, I'll be sorry she and Roman aren't operating together anymore. Will be curious to see what her reaction to his death is, if any. He obviously cared about her, at least a little. Don't know if she reciprocated—between her muteness and her odd body language she's a lot harder to read than he is.
Of course there's a lot of unanswered questions about Neo in general. Do we even know how old she is? She could pass for a high school student, but given that she's what, four foot six, and very fine boned that doesn't really mean much. I always got the impression she and Roman were around the same age, but I admit I'm not really basing that on anything concrete beyond how well they seem to work together.
Okay, so I just woke up and I'm wondering, is this an alternate universe where tennis/badminton players are also fighters?
Continuously reading, studying, and (hopefully) growing.Leaving aside my desire for Weiss to get a personal adversary and redeem her defeat at his hands, there's one more reason why I think the LT needs to come back—with Roman almost certainly dead, and Neo potentially dead, they're going to need some more villains. And while they can certainly invent new ones, with Adam and his White Fang goons set up to play a major role in future storylines, failing to bring back his apparent right-hand man who literally manhandled one of the protagonist quartet would just be, at least in my opinion, bad writing.
Also he looks like a refugee from a slasher film, and in a series run on Rule of Cool we can always use more of that.

Also, I don't think Neo is dead. If she was, I feel she would have fallen without her parachute umbrella.
On the question of if she cares for Roman, I've assumed as much since she took the effort to help him out of rough spots twice and how strong they are as a fighting duo. Plus, Roman doesn't strike me as the type to genuinely care about somebody if they don't have a reason to reciprocate.

Usually when there are two Extremity Extremist characters (usually of punch Vs. kick variety), they tend to get paired together.
Plus, the opening portrayed them as fighting one another, and they have had an explicit match in the show proper, where Mercury lost but was able to screw her over, which is a pretty decent setup for making them into a sort of good and evil rival sort of situation.

I think Neo was adopted by Roman, kind like C Inder "Adopted" Emerald(which if you think about it, make her fit the evil stepmother part of C Inderella)

First there is the obvious counter: girl vs boy, blue vs yellow, kick vs punch, he atack a lot where she deliver heavy blow,etc
Also they are somewhat thrill seekers, but Yang is pleasen and party girl when not in combat while Mercury tend to annoy people for the hell of it, Yang like a good fight, Mercury like to win and to crush is oponent(as is song theme show) both learn from their parent both while Yang father is caring, Marcus...isnt
