Honestly, if RT has the gall to make Yang having gotten over the loss of her arm (and team) during the time-skip and is a now Handicapped Badass who doesn't need an Artificial Limb, I'm going to be pissed. Especially since last we saw of her, she was in the middle of a Heroic BSoD. Ain't no way that'd be legit.
Does she want to be helped?
No one ever explained, nor had any idea what Emerald did to her. When the tournament ended, Yang had attacked an innocent person. Ruby didn't have a chance to explain what happened with Mercury before everything went south, and she seemingly left home that same day.
Even if she did, no guarantee anyone knew what Emerald's Semblance was.

They've probably tried but Yang's too stubborn/prideful to do so. She'd probably think it's a crutch or something like that.
And I've got a feeling if she does get a prosthetic, it's after WBY reunite and Blake/Yang patch things up between them.
Actually, there was a couple months between when Ruby woke up and when she left, I think. Ruby might have explained it Yang during the couple-month time-skip, but as I said before: Yang was in a Heroic BSoD during that time. Would she have even acknowledged it? Proooooooooobably not.

I think they said after Volume 3 finished that they are currently using a new animation engine for Volume 4.
I'd love something similar in appearance to the Dot Hack GU Trilogy Movie. RWBY would look great in that style.

Keep in mind that international trade is now shot to hell and the world is on the brink of a massive war. If all the artificial limb stuff is made in Atlas then it's entirely possible it's unavailable to her.
Since someone mentioned Japanese dub, I have to mention that I freaking love Yang's version. It's much better than the canon, in my taste.
Team RWBY in general got pretty decent dub, if you ask me. Except Ruby. I like the original so much better.

When you get right down to it, Ruby and Tracer are pretty similar personality-wise. I never bought into the whole "anti-upskirt technology" lego skirts Monty insisted on, and now Ruby definitely isn't wearing a 'combat skirt.' So those two thoughts coalesced.
