Plus, Mori's team at ASW have done an adaptation before with Persona 4 Arena, and they let Atlus write that one, for better or for worse.

Ultimax is terrible, and wastes all the potential Arena set up as well as throwing away the hints of connection to the first two Persona games.
I don't blame the writers too much though, as I think the problem was they were abruptly told to cut all refrences to previous Persona's and also to wrap up the story quickly from higher up because they want to wrap 4 down to focus on 5.
I've seen an analysis that stated that Ultimate suffered due to not only the main writers being pre-occupied with Persona 5, but also that there were 6-8 writers on that game, turning it into an inconsistent mess.
With a RWBY fighter, they would either do an original story that's non canon, or a retelling of Volumes 1-3, possibly with enough alterations to make it their own canon. Since really, making it a separate continuity that's still linked to the canonical events, albeit altered to fit the medium, would allow for the most freedom with what they can do with the characters.

The WoR episode on Dust told us that people can fuse dust with their bodies. Who do we think has Dust in their bodies?
I'm going to start with Ironwood. My guess is that for him to function with such an extreme split between metal and man, he's got to have lots of Dust fused with his body to make it happen.

Take a look at Penny's broken body in the arena. There are Dust crystals inside her body - green ones. We have no idea how Mercury's legs mechanical legs work. However, since you bring it up, I include Mercury with Ironwood in my speculation - for a similar reason, although he at least doesn't have a split between man and machine that raises the question of how he's even alive.
