I remenber a youtube review call it fatman who said in his review of volume 2 that the problem with cinder is emotional range, as she dosent express much beyond "Siniester smugness" the only moment is when she said WHAT! or the whole tear when Phyrra ask about destiny, for a important chararter, that is a bad thing.
Compare Roman a minor villian: he is bossy with his goon and white fangs mooks, cocky against Ruby, a charming and silver tounge devil in the faunus metting, try to impose himself with Emerald and Merc, is quite scared of Cinder, get mad a Ruby for her determination and show concern for Neo.....

she get joy but...is just more smugess, there is only two or three moment where Cinder express SOMETHING, after she get half of maiden power and when Phyrra ask about destiny, is...just....that
I mean flat chararter who express one or two thing are good as long it dosent bother(like Winter) or are awsome(Like crow) but Cinder is nothing of it, we never see her annoying about someone getting in her way or trying something else....she feel like perpetual plot divice that anything else
"My Name is Bolt, Bolt Crank and I dont care if you believe or not"I can agree with that,and I'm usually not one to jump on the fandom's hatewagon for Cinder. Roman was my favorite villain in the show but I was fine with how he went out. Yeah I'll miss him, but I understand why they off'd him.
His final battle was a good show too. He basically kicked Ruby's butt and pulled off some really slick moves. Though admittedly the image of a grown man sadistically beating a teenage girl on the ground with a cane is kind of disturbing.
Someone said that's the point and Roman as a quirky fun villain had to be offed to make way for the shows new dark tone with new villains like Cinder and Salem who are just serious engines of destruction.
Which I hope not because a ton of overpowered one note villains like Cinder is gonna get really stale and boring which is my biggest fear for RWBY now.
We dont mind him getting off but there is two issue here a) it show a intersting side with his concern by Neo and his specch of WHY she joint Cinder and B) he get off moment latter...for many that is not closing a chararter arc, that is wasting a chararter, I least Phyrra have decent end.
And him beating Ruby...maybe is just me that Im full rooting for the empire here and im the biggest fan with this darker tone, but I was sick of thing going so easy for the hero and was fearing Roman was going to be beat by her, so it was refreshing to see that(Also Neo beat both her and Yang....damn she is good) granted my inicial choice was him giving Blake the old good ultraviolence
I've been thinking, is Weiss or Blake the weakest RWBY member in a 1 on 1 fight? Weiss lost in one of the show's jobbiest moments against that lieutenant and pretty much lost to Flynt. Blake, often considered the weak link of the team at least managed to beat Roman in S2. Now I think Weiss shines most when working alongside her teammates and overall has a stronger performance than Blake but one on one fighting seems like her weak point which I'd say Blake slightly edges her out in.
Roman losing to Blake so badly is consider the SECOND jobbiest moment on RWBY in how bad it was(really roman lost in less that a M Inute) but at least Weiss have her new hability
