Also, Melodic Cudgel can't reliably hit multiple opponents, and it's blunt damage anyways. The firing mode is also rather slow, if slightly more destructive than normal. If the explosion is anything to go by, it's his only method of dealing with multiple people directly. We've seen from his fight with Black Sun that he's very good at playing defense against a relentless assault from one person, and uses dirty tricks to gain the upper hand, which is rather hard when you're against two or more people.
re: Neo — I'm not sure how you figure she's friends with Roman. The only thing suggesting that is that she's the one to break him out of custody, and that's just as easily explained by the fact that she's the best equipped to infiltrate an enemy facility like that.
re: Emerald — I don't buy the idea that she's willing to go along with destroying humanity just to avoid being poor. We don't know why she follows Cinder because we don't know what she thinks Cinder's endgame is, but she has to know that Cinder has big plans that are bad for basically everyone, seeing as she knows that Cinder's dealing with ridiculous amounts of power (the whole Fall Maiden thing) and tried to destroy one of humanity's four remaining safe havens.
re: Mercury — I suppose it's possible that he's just a psychotic bastard who enjoys killing people and doesn't much care about why, but if that's the case it hasn't really been demonstrated.
re: Cinder — "She wants power" isn't a motivation. She wants power in order to accomplish something. We don't really know what yet, though "destroying humanity" seems like far and away the most likely answer at this point. But even so, we don't know why she wants to do that.

The ONLY emotion Roman ever shows that's not "snarky bastard" is when Neo gets Mary Poppins'd by Ruby. Plus, when Neo broke Roman out she brought him his hat.
If she wasn't close to him, neither of those would have happened.
Prolly after a fight with Ruby where she finds out Roman got eaten by a Grimm and not killed by Ruby.
You know what I meant. His reaction was the only real emotion that wasn't "dick".

you see her reaction after seen the destruction of vale? also there a brief dialogue where Cinder hit her, she play along becuase she dosent have other place....let see what happen in the future
Cinder want to tear down the order, and its implied Ozpin have something with it, why we dont know.
Actually we see Roman display diferent emotion: he is a bad boss to white fang recruit, he is charming with faunus in the reunion, he try to display force with emerald and Mercury and is quite afried of Cinder, that is way more than Ciner being faux evil all the freaking time.

It's pretty easy to infer that Roman and Neo were close when the only time she ever speaks and the only time Roman show's any emotion other than snark is when she's thrown off the plane. Plus the fact that she was always with him whenever crap went down.
As for Emerald.. eh. We don't know enough about her to know why she's with Cinder. It could very well be that Cinder was the only person to ever show her the time of day.
Merc is almost certainly a bloodthirsty sociopath. Being the son of a (probably abusive) legendary assassin would do that to ya.
We'll find out Cinder's motivations eventually. Keeping them mysterious is a common literary tool.

As for the villains, Emerald seems to be having second thoughts, but I will call bull on any attempts at Heel Face Turning her without a solid, solid beatdown and a long time spent in prison. Merc's just a dick.
Adam is a terrorist, for lack of a better term, though he still answers - or answered - to someone above, since there are other White Fang leaders out there. Now that Cinder is presumably frozen he's free to do whatever and I can't see him being too happy about anyone trying to rescue her out of that situation, especially after being forced to bend his knee before her.
@RWBY killing people: Presumably some WF mooks did not make it out of the train wreckage, but it's probably kind of a stretch to call that RWBY did the killing.

Like it's been said, the only time Roman displayed any emotion was when Neo was hurtled off to uncertain doom — and he went berzerk after that. My personal headcanon is that she's his favorite niece or something, kinda fits their interactions.
I wouldn't say Roman really had trouble with Sun and Blake — they got a couple of hits in, but for the most part he seemed to be handling them without too much trouble.
Emerald appears to idolize Cinder in some regard. I'd say that her motivation started out as simply getting off the streets, but grew into some sort of hero (villain?) worship of her, but she's starting to get cold feet despite her malicious nature.
Mercury likes fighting, fucking with people and grinning smugly. Ample supply of all three.
Salem's probably some primeval evil who has a very personal grudge with Ozpin. Winter Maiden reveal pending.
Cinder wants to destroy humanity by all appearances, but there's clearly some deeper motivation other than misanthropy behind it. At very best, she's a Well-Intentioned Extremist.
Adam hates all humans, and he appears to have been consistently Jumping Off the Slippery Slope with regards to his extremism. He's an unstable psychopath and apparently anything that harms humanity is fine by him, not to mention his obsession with Blake. Dude's bad news.

Not to mention that Roman was actually able to be beaten with correct tactics and teamwork.
His weapon really lends itself to 1 vs 1, hence why he beats Ruby, but is taken down by Blake in the train and RWBY while piloting a Paladin, and struggles against Sun and Blake at the docks. Roman's very vulnerable to anything that catches him off guard or a combined assault.
It's rather fitting and ironic that the style of fighting he's good at is a gentlemanly duel (fitting of his fashion choice) and yet he fights dirty, while also being vulnerable against opponents who use tricks(ironic).
