I mean that while the tone will be serious and downbeat, it won't involve anyone dying and another city getting raised and more edge because they'll still be picking up the pieces from Vol 3.
There will be tons of fallout from 3, but I wouldn't expect any new movement from Cinder and Salem in Vol 4. Their plan for the moment is complete.
The threat level will go down, and Cinder won't be toasting anyone else for awhile.

Unfortunately, I have a hard time envisioning that actually making for a satisfying plot. Either Ruby et al realize what's up and manage to stop it, in which case the plot becomes "maintain the status quo of the Boring Invincible Villain being frozen since we can't beat her", or else they don't figure out what's happening and/or aren't able to stop it, in which case Cinder is freed at the end of the season and whatever the heroes managed to accomplish in that time is overshadowed by the villains winning yet again.
About the only interesting twist I can see being applied to that is if Ruby et al figure out what's happening and decide to free Cinder themselves so they can defeat her permanently — but I don't actually see that working, since we're supposedly still in the early days of the plot and You Can't Thwart Stage One and all.
Maybe I'm just being a pessimistic, but given what's happened so far, I honestly have a hard time envisioning the series treating Cinder in a way that doesn't make me want to bang my head against the wall.

ANYWHO, my Roman-ism propaganda of the day over with, what do you think happened to the other teams from the tournament? Where did SSSN, ABRN, BRNZ, etc go? Makes me wonder if any of the lesser known members of the other teams died or something...
Roman actually is the best villain in the series thus far, in my opinion. He's the only one who actually has a motivation, even if it's a pretty basic one. Cinder we know nothing about why she does what she does. Emerald and Mercury seem to be along for the ride despite having no obvious reason to go along with it. (If they were shown to be coerced into it, then that could be an interesting, but there's been nothing to suggest that they aren't following Cinder willingly.) Neo we know literally nothing about. Adam seems to have been bullied into following Cinder — he told her to go to hell are first, at least, until she got her first power boost and came back — but doesn't seem to be particularly displeased with working under her (despite his men being treated like disposable cannon fodder). Maybe he's just cool with working alongside humans as long as they're killing other humans? We don't really know.
An Enemy Civil War could be an interesting wrinkle for season four, but it'd require us to know more about the people working with Cinder and what they're after. Other than Roman, no one has as-of-yet displayed any grievances with Cinder, so if any of them turn on her then they're going to have to develop an understandable reason why first.

And roman is a good villian, no doubt but he was pretty much a saturday moring villian, as season 2 let him got away too much and final battle in train was pretty lame, also Emerald is bullied into serving her as we see, Adam was bullied but many he is alone with their objective....whatever that is

Yeah, almost all your complain about tone shift can be blame to season 2, the first season is pretty much "gather the team", season 2 should have a subtle tone shift but instead it settle thing right into "light waifu series" pretty hard, not surprise the shock after all went back.
Also, the people would have a name for the whole incident? I meant we name things all the time: the 9/11,boston bombing,etc, what name they would be? the Vyle disaster?
