If my post doesn't mention a giant flying sperm whale with oversized teeth and lionfish fins for flippers, it just isn't worth reading.So if there are marine-based Grimm, what would be the Goliath equivalent be for the underwater Grimm? I'm thinking either a Giant Squid or just throw all hope to the wind and make it Cthullu.
On the Penny argument, I still don't get the arguments unknowning is making.
The negative opinions that they are already suffering anyway thanks to Cinder's speech? The rest of the kingdoms likely suspect that Atlas has more Penny-like androids anyway, so bringing her back has no impact on this.
Again, the other kingdoms already assume the worst about Atlas with the Penny reveal on top of the footage of Atlas robots and mechs opening fire on civilians without showing that normal Atlas soldiers were being targeted as well. Nobody here is blind, we're all pointing out that Atlas' reputation has been shot to hell already, rebuilding Penny has no impact on that. And if they were that worried about somebody seeing a rebuilt Penny and delivering a message to another kingdom in person then they can just change Penny's appearance.
As it stands it makes no sense for Atlas not to either rebuild Penny or make more Penny-like robots (assuming that the latter is practical). Their normal robot army which appears to make up at least half of their army and the fall of Beacon showed that wasn't the smartest idea. Atlas is going to be desperate to correct that issue and reclaim their strength before their enemies show up at their doorstep. Robots that operate independently (preventing remote hacking), generate Aura (force fields for everybody!), can be repaired from injuries that would be serious or fatal for hunters and huntresses (a normal hunter loses their arm and they're out for months, Penny loses her arm she's out for a week or two) and don't trigger unease in people (cool looking robots are out, human looking robots are in) would be an asset, and all that mistrust from the other Kingdoms is going to be the same either way.

Was the video feed that Mercury was film able to be broadcast globally or just to Vale before communications went down? I'm wondering if the other kingdoms even know the extent of what happened in Vale to be able to be suspicious of Atlas (beyond Cinder's tournament speech, of course - which, as Jaune indicated, really should make most people with half a brain cell suspicious about).

I'm afraid I have to agree with Shaoken on this.At this point (with the peace time Remant is experiencing close to collapsing) its makes more sense for them to be doubling down on the AI robots.
As for Cinder's speech.The shows seems to going the 'to afraid to care' route.People care more about the scandal than the source

No, they have assumed the worst of atlas before and this video give proof of that, right now Atlas have two options: ether scrap the whole project and try to do their best to adment their PR or just shrug off that and do it anyway which will be another proof to the other kindoms which could bring serious problem, unless Atlas decide to invade the other kindoms or play superpower with everyone, bring penny just cause more problems

Ehhhh THEY will trigger uneasy in people because whatever they want it or not, they will be seen as "Atlas little robot that can be everywhere" a cross between terminaitor and children of village of dammed.
Also, Atlas was framed and their secret expose to the world, you dont go "Well, they hate us anyway so who cares?" at best they will replicate Penny without her feelings or personality(so it wont be here at all), at worst they are rising more distrust by not giving a fuck about PR this will cause.

which bring me to another question: what would the Atlas population will think after seen this? they are a dictatorship for what we see, and everyone saw their top fighter being a robot and their army atacking everyone, Atlas will have to face a enemy outside and inside and if they bring penny, it wont be for their skill, that is for sure.

That could created more problems, since people would have to belive two contradictory statement, creating even more paranoia.
In fact while I doubt they will do this, I will love to see nutjobs creating conspiracy theory in order to explain what happen, for example:
What happen to Phyrra niktos? after al she just vanish in the conflict and nobody have see her after all, maybe she is not from Mystral but a Vale sleeper agent, maybe someone sent to destroy Penny and expose her to the world, maybe another Atlas faction, maybe another robot, maybe......
And what happpen with Ironwood and Ozpin?, maybe one atack the other, maybe they plan this one deal for some nefarious reason, maybe Winter schee knows about it

You don't do that if you assume the worst of somebody, that'd be like the UK suspecting that the US was planning on taking them over and then inviting them to provide all the security for the London Olympics.
Except as pointed out by Dean Cole the first option is utterly impossible as there is no way for Kingdoms to reliably communicate with each other. They have no way to repair their PR because communication between Kingdoms would be broken down to whatever messages can be hand delivered or daisy chained through short-range methods. Any attempt at positive PR spin is going to just look like a cheap PR job.
And your second point is bogus for the same reason. With the communications down there is no "proof" being sent to the other Kingdoms as someone would have to:
- See Penny, assuming she is wandering about the city and hasn't had her appearance altered.
- Get clear photographic or video evidence to prove that it is Penny the robot and not just another ginger girl minding her own business.
- Get that evidence out of Atlas, which would involve physically taking it to another Kingdom or finding a way to have it passed along a chain through short-wave radio (assuming such a thing exists)
You just aren't factoring in the fact that there is no reliable way of communicating between Kingdoms, so your whole PR point is moot.

The rest of the world might think the worst of you but you will always have a place here in Atlas because we're not going to mistreat our robotic children, we have all seen the Terminator and know the proper response is love and kindness. Also if you work with us you're kind of already a robot overlord anyway!"
Seriously, so many people in fiction are so worried about robots rebelling they don't see the obvious solution of treating them well so they don't have a reason to want to rebel.
How exactly? They look perfectly human, you wouldn't know they were a robot unless they told you or had their skin damaged. Plus in the greater context they will be defending people from the Grimm, so they'll be more likely (by Atlas citizens at least) to be seen as K9 crossed with Astro Boy.
You keep ignore the fact that Atlas has no means to communicate with the other Kingdoms. There is nothing they can do to convince anybody else they weren't responsible, all your talk of good PR is worthless since they can't get out their PR to the other kingdoms, not to mention that the rest of the Kingdoms think their entire army; robots and humans, slaughtered the people of Vale. Rebuilding Penny doesn't do a damn thing to their situation.
It's impossible to predict since we don't actually know if Atlas is a proper dictatorship or not (all we know is that the Government, Army and Hunter Academies are all the same thing, that is not the same as a dictatorship), but I'll echo Parable and say that the returning Atlas soldiers and students will testify that the robots went out of control and started attacking everyone including their own soldiers.
Which will probably just serve to increase the paranoia Cinder was sowing and making the common Atlas citizen think one of the other Kingdoms is setting them up as justification for an invasion. In which case Penny was murdered as part of the frame job, so why not repair her and paint her as just a victim of a conspiracy by another Kingdom to discredit Atlas. You can never underestimate what whipping people into a nationalistic fever can do.

Until she start asking things: why are those thing the schee are doing to fanus? are they right? why I have to fight for this country? where is ruby? can I see her? why I cant do anything, why,why,why?.......
You want to protect the world, but you dont want it to change...I have not string on me......
And there you are, Age of penny, why? because you dont build things that can question the things you do, many other robot decide that Atlas is not so great after all, maybe one come to belive that Vale set Penny "death" and decide to join that mysterious women.....as you see, giving them indenpending thought open a awfull range of posibility against them

Because People on Atlas ALSO saw their little student turn to be a robot and their tropes turing on people, the greater context is already hijack by Cinder and anything they could come now would come as cheap atempt to cover their asses, after all why a Atlas robot is sent into the people instead of fighting Grimm?

And you forget the part where Penny, a regular student who get almost in first place is suddenly reveal to be a robot from Atlas goverment and a voice out of nowhere point out the clear issue with it, rebuild the damn project will just show how Atlas dosent give a damn about it and do what they want.
