I mean, I distinctly remember having brought up that possibility pretty much as soon as Salem was introduced. But while I suspect that's part of it, I feel like there's more than just that. It doesn't make sense that humans (ie Cinder) would fight and potentially die for the cause of someone intending to eradicate their entire species; it doesn't take a TACTICAL GENIUS to realize that playing collaborator to an Omnicidal Maniac only earns you the dubious honor of being the last to die.
I'm thus under the impression that either Salem's ultimate objective isn't genocide, or if it is, her followers, Cinder included, are in the dark about her true plans. That's not to say she or the people who serve her are good but misguided people, but I could see a Utopia Justifies the Means agenda being either Salem's ultimate goal or the lie used to win the loyalty of human followers who would otherwise object rather violently to a plan to destroy modern civilization—if only because they are a part of that society—as they know it.
On a somewhat related topic, I personally suspect that Cinder's claim that the power of the Fall Maiden was never truly Pyrrha's is going to be a bit more substantive and less hypocritical than it might seem at first glance. In Beginning of the End, there's a bit where she's talking to someone who I presume was Salem, and remarks that she will reclaim what is "rightfully yours." I'm going to go out on a limb and postulate that she's referring to the power of the Season Maidens there, and that Salem has a legitimate reason to consider them hers. This is presumably connected to her hatred of Ozpin, and I wouldn't be surprised to learn that Ozpin and the original Maidens did in fact gain their power—and possibly his apparent immortality—from Salem or her people. Which they then used to hunt them practically to the point of extinction.

I don't know, but as i said earlier, i have feeling that Human Souls works somewhat like in Undertale, where a soul remains far more longer than their corporeal form given their DETERMINATION.
This could tie up nicely with wath Pyrrha said in Vol. 1, "Achieve Immortality" Then the bitches
