It's a bit pointless to speculate about the Moral Event Horizon for a Hidden Agenda Villain when we know as little as we do about the setting. I consider myself reasonably good at "reading" the tells for this series, and I'm getting the impression that there's something BIG that we don't know. Probably several somethings. What Pyrrha was told about the Seasonal Maidens is almost certainly just the tip of the iceberg.

Unless Cinder can ressurect everyone that died because of her nevermind the people she killed directly, then it's highly unlikely her actions can be excused. She and Salem would have been preventing the destruction of the world or something for that. Making the world only better in their opinion won't cut it.
And considering she could have easily just crippled Pyrha and left her, instead of going out of her way to kill her because she pissed her off at daring to be someone someone else wanted to have the power she thinks was rightfully hers (Laughable because she stole it too) that's not exactly suggesting she's trying to do something good for everyone.
Lashing out and killing unreleated people because events in life sucked, is not morally ok, under any circumstance.

That's just it though; I'm not ruling out the possibility that there's some God of Evil that's going to wake up and destroy the world if the human population gets too high or something like that. As far as it not being acceptable to kill thousands of people for their vision of a better world...Well, that's what makes a Well-Intentioned Extremist an Anti-Villain rather than an Anti-Hero archetype.

I find a Gurren Lagann esque "Humanity has to be killed enmasse to keep their numbers down or else some horror will completely wipe it out" unlikely simply because even with the current system people were still dying and humanity was stable but not really progressing beyond that. So Cinder and Salem's plan to kill even more people and destablize the entire world seems unncessery. Nor does Salem sound particularly helpful to humanity because on what little we know from the songs and her speech.
To be honest if they do that I'd be pretty pissed off as it sounds like poorly tossed in ass pull to keep things dark.
That's just the scenario I came up with off the top of my head. I'd personally expect something more along the lines of Xenoblade than Guren Lagann if they were going with that type of twist; for reference, in Xenoblade it turns out the robotic Evil Overlord who wants to destroy organic life is doing so in an attempt to starve the God of Evil that created life in the setting to sustain itself and periodically destroys them and recreates them out of the fear that if they're left to their own devices, they'll eventually rise up and overthrow him. Which, ironically, leads to his creations rising up and overthrowing him in the end.

Ozpin said he'd committed more mistakes than any man, woman or child alive, not one hideous one. The fans are interpreting it that way though - he could have made several hideous ones. It's pretty certain there's something big and nasty in his closet, though (and he knows it, judging by his comment to Ruby).
However, Ruby did know about the White Fang. That was why they wanted to go south.

Qrow and Ruby are apparently the most adept users of the weapon - but for Ozpin to have said something like that means there are other gun-scythe users around, just not at Qrow and Ruby's level.
That's along the lines of what I'm thinking about. The start of their paths could have been completely understandable - but at some point, a choice is made that the person making the choice has to take responsibility for. One can empathise with a character's position without necessarily agreeing with their method of dealing with it.
As I said, I'm expecting Ozpin to be The Atoner, so I expect both Salem and Cinder's issue with him to be entirely legitimate... but their choices in how to handle their issues are their own responsibility, not Ozpin's. I'm expecting the only major difference between Ozpin and Salem to be The Atoner aspect. She revels and he regrets, but it doesn't change their paths. I'm expecting Ruby to Take a Third Option when she finally understands what she's dealing with.

Maybe but Cinder kill a good chararter, and nicer one to boot, for many that is crossing the line, adding all the mayhaim she cause

Phyrra try to kil her and atack first, not to defend Cinder but is there is not reason to go pacifist on her.

Again it depend of WHAT thing Ozpin did and how to atone, if they want to make sympathic, they could use the old "it wasnt my fault but my responsability" which I think is lame, if they want him more grey he could have create Salem or do something that let to her "birth"...problaby in the great war, and if they want him to be villianous them just reveal the whole system is a lie that Ozpin build as "last resort" become he trust to much in ancient ways(as Cinder implies in her song)
But anyway, time will tell.
