Actually, do most people even know about Cinder and her gang? As far I understand only Ruby's and Ozpin's team actually know about her at all. Maybe Ironwood, Glynda and Qrow spread the word out, but they might feel it is best to keep things hidden for now, and it is not like they are the most trustable people atm.
I think that, as far as most people are concerned, the attack happened because Atlas and Beacon were too busy in-fighting to prevent a Grimm+White fang invasion. So the people are shaken and afraid, but what they fear is largely a manufactured threat made up by Cinder, which will potentially lead to a humanity divide, which is Salen's plan.
Cinder's plan went of without a hitch up until the end. Some might be wondering who the mysterious woman giving the speech was, but I doubt many will care or remember. And Mercury's video is already up. The dissent has been sown.

no, they know her as "that women or figure who help torchwick to escape" in the first episode or the same women who did something in dance....but apart of that? nothing.
So yeah, so far Atlas put a little human robot in their tournament and star atacking one the secreat leaked out, the other cities should be full of conspiracy theory, like "I was a inside job" to "there is ancient conspiracy!" and everything in between.

To be fair, Ozpin and Ironwood made it easy for her. He whole plan was to basically throw shit on the fan and then blame on Atlas. It only happened because Ironwood reacted too strongly to her every move (and then placed Penny there, as a bonus), which obviously made people afraid. And Ozpin shares the blame as well. I can understand his rationally to try to keep everything in secret, since fear attracts the Grimm and all, but that ultimately resulted in more panic in the end, and is what allowed people to be suspicious of Atlans in the first place (since they didn't know there was a justified reason).
it should be, I meant right now I can imagine and expy of very nutjob in remanent sepaking of "atlas military complex" or how Phyrra now about Penny and was train to kill her or that the whole thing was excuse for atlas to atack, "Phyrra semblence cant cut penny steel"
And they didnt make easier to her, Cinder know exactly what kind of men Ozpin and Ironwood are, her song describe ozpin as "your faith in ancient way make your head a maze" and Ironwood react everything with strenght, Cinder can be evil but she have a point about the "good guy" and she exploit every single minute of it.

Fair enough. I didn't mean to diminish Cinder's accomplishment. At last not in every sense. My point is that Cinder's plan wasn't a grand master plan that would have worked no matter what. It worked because Ironwood and Ozpin walked into it. But, still, the plan was tailored for them, so it was a great work of information gathering and character judgment.
On a slightly unrelated note, I wonder what the people of Atlas are thinking about this whole mess. Vale and probably the other kingdoms suspect they were trying a coup, probably, but what about the Atlas population and even their low ranking military? Do they believe their top commanders? Or do they also think their country was planning on conquering Vale? And, perhaps more importantly, do they support that idea? The interesting thing on that scenario is that this would be a problem for Ironwood no matter what. If the population is angry at their military then it is a problem, of course, but what if they actually think of was a good idea? That would be a nightmare for Ironwood to juggle as well.
Well I will diminish her accomplishment because it only worked because the Atlus military was mind bogglingly incompetent (and entire ships crew of trained soliders can't stop Neo? Really?) and because Ozpin did literally nothing most of the time. He had Amber for how long, and just sat there with her. Pyrha was ok with being the maiden, and they decided to wait until the most dramatic moment? He's clearly suspicious of Penny and Pyrha's match and yet just sits there and doesn't do anything.
It reminded me of Angels and Demons and how the Vatican Police are constantly incompetent in the face of one lone assasin (to the point where in a shoot out with 6 guys and just him he kills them all effortlessly)
It was shoddy writing to be honest, and since her plan ended up killing the joy and fun of the show for the near future, possibly forever, it really pissed me off. I just hope Cinder gets what's coming to her fast.

Also Phyrra wasnt ok with being a Maiden, that was part of her arc, is only when is too late that she decide to go with it.

When Ironwood first turned up, he thought Ozpin's plan was to use the students in battle.
Look at the song lyrics - Salem thinks the same thing. Ozpin waited until Ironwood couldn't hear him to admit that he's hoping to keep the students from experiencing war at all (which implies he wanted Ironwood to keep thinking, for some reason, that Ozpin wants to use the students to fight his war). The song lyrics state that Salem is going to force Ozpin to use Ruby because she believes that what she'll do to Ruby will destroy Ozpin's ability to feel hope - and destroying Ozpin's hope is how she will destroy both humanity and Ozpin himself.
Given the importance the creators place in Ruby's ability to be so positive and feel hope, the key to story isn't actually Ozpin's faith, it's Ruby's - so eventually, something will happen to Ruby that will make Ozpin lose hope... and that's where Ruby's hope will take over the story.
So, whatever the reason for Ozpin's passivity, it's tied up somehow in his desire to keep his students out of a war at all, a desire to avoid using Ruby too much, and Salem's determination to force him to do both.
It is a chess game - but I think Ozpin's playing a different game than most people are thinking... but it is pretty clear he's The Atoner for some kind of Awful Truth. Ultimately, that's probably what'll separate him and Salem - he's The Atoner, she's unrepentant.

If my post doesn't mention a giant flying sperm whale with oversized teeth and lionfish fins for flippers, it just isn't worth reading.Salem will try to send Ozpin beyond the Despair Event Horizon by turning Ruby into a Beowolf. She gets better.

The issue here is one...what terrible deal ozpin comit and how bad it is? divide said something of telling lie, salem take for granted she will win and that Ozpin is lying about the idea the world can be saved and sacrifing them, like a said before, for her, he is evil dumbledore..

If so, it'll be no wonder that she believes the world cannot be saved and that she believes instilling hope in people is a kind of terrible evil (and this show wouldn't be the first show to view the concept of giving hope to others as a type of evil).
What it probably means is that the truth about the Grimm and Dust is going to be terrible, and it'll obviously be linked to why she looks so much like the Grimm and has such a terrible attitude towards the idea of humans having hope for a better world (or Ozpin encouraging people to hope for a better world).
Both Ozpin and Salem are going to know what that truth is (that's actually been clear since the episode 1 narration), the difference is that the truth hasn't made Ozpin give up whereas Salem appears to have embraced the truth... hence her darker path. My guess is that the reason the old wizard (Ozpin) was isolated in a forest for centuries was because the truth (which will be connected to one of his great mistakes) had sent him into a pit of despair and the reason why he's now so focussed on unity and hope is because the four sisters gave him that inspiration... but that his gift to the sisters did not work out as planned and that is one of his great mistakes.

Well, for what I see there is two way to make the atoner:
Ether he did something awfull and try to ament things OR he didnt stop something and feel guilty as result, I hope they go for the first route because the second is too easy.
Salem said Ozpin faith in humanity was not misplace, that indeed they can band as one and face her, but the way she said dosent seen to worry, like the outcome is forgone conclution Ozpin is just delaying the inevitable...or that he create the hunter system knowing very well the foe they are facing.
