We don't know that, and honestly, Cinder, Raven, and Salem being a villainous trio would make for a nice parallel to the Hecate Sisters, and this show just can't resist appropriating mythological, historical, and legendary motifs.
@Phil: Come on, it's not that edgy; at worst, it's par for the precedent that's been set by volume 3 in terms of how dark things will get.

Wouldn't be creepy if Ciel also ends up being revealed to be a robot too? But she doesn't have a soul/semblance like penny does and her creator is a different person or maybe a colleague of Dr. Pollendina.

Uni catThe issue there is that if Raven was truly a villain, I don't think she'd still be in touch with Qrow. Not only that, but I don't think Qrow would have even bothered to offer Yang an opportunity in going to find Raven if she was evil. She clearly has a very different set of morals than anyone involved in the Ozluminati or the Beacon students, as per Qrow's words to Yang, but I'm skeptical that she is in fact 'evil.' It wouldn't surprise me if Raven had connections or previous ties to some of the villains, like say Adam, though.

Potentially, but I think Raven would have avoided Qrow like the plague if she had any reason to think that her brother was out in the field trying to investigate Salem's forces. So going out of her way to contact him during all of this comes across as her taking a hugely unnecessary risk on her part if Raven were in fact aligned with Salem.
EDIT:
A fair point, and one that I would have been more open to considering had we not been introduced to Salem, who is clearly the Head Honcho of the villains. The sort of contact that you're talking about is exactly what Master Xehanort did in Birth by Sleep and it worked brilliantly; because he was the baddie in charge. I personally think Raven would have an easier time of getting away with this sort of thing if she were in fact the Main Bad. Which she clearly isn't.

I think we could see the Ozluminati as this:
They were originally four apprentices of Ozpin that he personally choose. Those would be Iroonwood, Glynda, Qrow and Raven. Ozpin maybe taught them a few of his tactics and techniques and when the time was right introduced them to the hidden things that the people of Remnant don't know, like the maidens or the silver eyed warriors.
People have said that the Brawnen twins paralled a pair of Crows the original Oz had in his tale, but i don't remember quite well. Maybe Raven is actually on the good side but she has come to think that ozpin's approach isn't the correct one and she bailed out into try to do something else. (And in the meantime leaving a daughter behind)
That would mean while Qrow is the sibling that is the closest to Ozpin, Raven is the rebellous one who wants to try doing good in her own way, even if it's not considered a correct approach (that's why his brother doesn't like her particular view on the world)

Eh, I wouldn't rule out some truly dark things happening; we're only a quarter or so of the way through the overall plot, and while I suppose this could be the Belly of the Whale, I don't think we've reached the Darkest Hour yet, particularly given the amount of story remaining.

Raven's not a villain. She's an awful parent and a jerk, sure, but not a villain. I'd wager her morality is Chaotic Neutral at worst. Granted that still might result in there being a wedge between Yang and the rest of Team RWBY for a little while, but after really thinking it over, I don't see Yang pulling a Face-Heel Turn like some people here are suggesting. Vigilante-mode, maybe, but not straight-up baddie.
