They aren't evil but it sounds like everyone has their own way of what's the best and screw everyone else. Ozpin and his secret council and keeping everyone else in the dark, Atlus and their hardcore military and corperation controlled complex expecting to be able to bring their army anywhere and be welcomed for it.
Actually...was it ever confirmed exactly how having your Aura unlocked works? Can it happen naturally or do you have to have an experienced hunter unlock it for you? Cause that's yet another form of control the hunters have where only they can choose who gets to have the power to make a difference and who doesn't.
Basically a "We're gonna keep you safe whether you like it or not now stay back and let us do what we think needs to be done.

Plus, if Pyrrha and SSNS are from there, there must a few cities that are normal. Pyrrha seems to hail from Remnant's Canada

Atlas look shady as shit, which is why I think they are next objetive of Cinder/Salem, also if Penny goes back the laboratory and creator dies, ensuring she cant come back a third damn time.

Pretty much, Nora and Ren are part of the team, they need to have their backstory show, otherwise is just a huge wasted.
Atlas is really fucking shady because between the end of The Great Offscreen War and the Modern Day, the Kingdom of Mantle (which contained Atlas Academy) became the Kingdom of Atlas.
And they broke the Hunters != Military rule.
