Ozpin is clearly building up a secret army in Menagerie while pretending to be Salem's prisoner. But that's actually Ironwood in Menagerie, acting as Ozpin's body double. The real Ozpin is building an even secreter army somewhere in the dragon-shaped continent while pretending to be Salem's prisoner, also in the dragon-shaped continent.

Arc System Works would be perfect, but the best visual style they could have for the game, that of Guilty Gear Xrd, is with Team RED, who are busy with the Guilty Gear games. Team Project BB (Who obviously make Blaz Blue) haven't used their tech yet. At the same time, Blaz Blue is close to ending (As far as we know), so they may very well be freed up.
The other option is French Bread, the developers behind Melty Blood, Under Night In Birth, and Dengeki Bunko Fighting Climax. Although they're busy with the latter two games.
I really do think a RWBY fighter has alot of potential, with alot of the cast being really well suited to being fighting game characters.

Actually, Cinder would take a page from the likes of Rugal, Seth, Shinnok and in particular, Kagami. She would be the Arcade/Story final boss, and use her normal, playable self for round one, who is balanced like everyone else. And then when you beat her once, she activates her Maiden Powers, and uses her CPU Exclusive Boss Mode.

A corpse should be left well enough alone...Ruby the all-round fighter, having good range, speed, strength and but not being excelling in any main area. Her semblance is Speed and it works like Nash's V Triggrr allowing for a quick teleport that could help extend combos as well as getting out of any danger she might find herself in
Weiss is Rushdown but also have the lowest health of any of the characters. I imagine Mitsuru from Persona would be how she would work in an Arc System Games.Her semblance allows her to preform mid air combos and amp up her attacks with glyphs
Blake would be the Tricky Speedster. Focusing on being fast and then getting out as soon as possible. Blake is all about the combos and has semblance allows her to get a free hit on her foe via the ice clone or extend her own combos with the shadow clone.
Yang would be the Tank, not rushdown focused per-say but more focused on dealing heavy hits and tanking heavy hits rather than Blake and Weiss's rushdown style.Unlike the other charcters she doesn't activate her semblance by pressing a button rather she has a mete as it rises her attacks become more powerful and you can spend some of that semblance bar to power-up her attacks.When full Yang becomes far more powerful.
Jaune is the counter,defensive fighter and relies manly on countering his foes hit as well as tanking them. He is one of the slowest fighters and makes up for it with his high health and defense. His semblance is a counter stance. In this stance Jaune absorbs all attacks and at the end he deals the same amount of damage to the foe. However, while in this stance is can't attack and it only lasts for a couple of seconds and you can't spam it.
Nora is the Heavy Hitter, she does have the most damage in the game in a single hit. This is because of her hammer and surprisingly with her grenade launcher she can even zone a bit but with Nora you want to get it and do heavy hits. Nora is one of the slowest characters. Her semblance is like Cloud's semblance. Unlike Yang's which is activated via taking hits. Noras is charged. When full all of Nora's attack do more damage and electrify her foe.
Pyrrha like Ruby is the all rounder and perfect for any situation. Though Ruby relies more on combos on the ground, Pyrrha relies more on air combos. However, she doesn't excel in one particular area. But that makes her one of the easiest characters to play. Her semblance allows her to pull foes in or repel foes. She can pull foes in for a combo or push any rushdowners back.
Ren is the stance character, he can shift to different stances - he has 4 different stances. The stances all have different special moves and you can switch stances on the fly while preforming a combo. Ren is one of the most technical fighters in the game but if you master his stances it will lead to your foes having a difficult time. His "Semblence" is switching stances.
Semblance with the exception of Yang is activated by pressing one button. This is very similar to the V Trigger system in SFV

For my concepts, among others, I had Weiss being a Stance Shoto, with her three basic Projectile/Anti Air specials all changing in effect when she swaps elements.
Yang was a Boxer archetype like Dudley or Akihiko, using a mix of movement specials and rapid multi hit moves.
Pyrrha was a more defensive charge character, intended for long range combat and keepaway.
