Personally, I felt that Taiyang had a brief fling (not so much a one-night stand but not really a relationship) and she got pregnant, and left him with baby Yang. Queue Summer being a Nice Girl and helping Taiyang, leading to an actual relationship.

Technically, it's up to the parents to decide their children's surnames. Taiyang could have decided that Ruby would be named after her mother instead of using his name.
Or Summer was like "Ruby Xiao Long sounds utterly stupid, you do realize that right?"
In any case, we don't know if Taiyang was married to Raven at all. Because with Summer after she disappeared Taiyang explained that Summer wasn't her mother, but step-mother. Which all-but-says that Taiyang and Summer were married.
As to why she's not "Summer Xiao Long", maybe women in Remnant keep their maiden names instead of taking their husband's name.

Generally in the west, surnames are partilineal; there's no reason that has to be the case in Remnant, nor is it always the case in real life, but the only other siblings we know of (Qrow and Raven) both have the same surname, so I'm assuming the fact that Ruby got Summer's surname while Yang got Taiyangs is reflective of differing marital status between the parents of Ruby and Yang.

Yang certainly wants to believe her mother had a good reason for leaving. Which could be a problem if she's the Big Bad; I could totally see Yang being talked into a (temporary) Face–Heel Turn if Raven's the one behind it all, especially if the Brotherhood is forced to do some unsavory things in the name of victory against Cinder and co.

I seem to be the only one here who is focusing more on Yang and Blake's fate in the trailer than the current conversation. Maybe it's good we've moved on from speculating what will happen.
I had thought that Raven married Taiyang, left just after Yang was born. Taiyang was left alone to raise his daughter, but Qrow pitched in and Taiyang started seeing Summer. Eventually, marriage and Ruby happened.
AAAAUUUUGGGHHHH!!!!In my theory, Raven is a harsher version of Yang.
I meant, So far both Qrow and Winter act pretty similar to Ruby and Weiss: Qrow have issue with people and seen to be somewhat of a loner while Winter is perfecionist and strict like her sister, but even them this is express in a diferent way, while Ruby is awkard and having problem expresing herself while Qrow is....a dick and Weiss is just a little strict more than anything else.
So, if this theory is true, you just have to use Yang traits and aplies to her mother in someway, I belive yang get her overprotective nature from Taiyang so Raven clearly have the blood knight thing going on.
Or so far, that is my theory.
