Penny should come back in some form or another. Pinocchio died in the original novels, too. Then he came back.
To be honest, I'm not expecting Ozpin to die either. Ozpin did once tell Blake that she should come to him when she feels ready. That moment hasn't even happened yet - although what Adam has done to both the school and Yang may finally trigger it, especially if Ozpin loses his job.
I'm expecting Ozpin to be ousted from his job by the council, but for him to (appear to) be less bothered by this outcome than others are. I'm also expecting the moment Threat Level 10 happens for everyone to realise they need him back, which is when we'll properly see something awesome from him and that'll be his swan song.
Remember: the current chaos is 'only' Threat Level 9. That means there's worse to come.

Alternatively, the council tries to fire him, Ironwood and his remaining soldiers disagree. At gunpoint, and, with or without Ozpin's consent, stage a coup, installing Ozpin as an effective dictator. The music foreshadows the Brotherhood having to stain its hands with Necessary Evil, and that would be a great way to start.

Guy01 was talking about the scar, not the eye.
Weiss' eye is also perfectly fine, it's apparently not a deep scar, especially since none of the official artwork, nor her character model, shows it going over her eyelids.
Also: Deathstroke's eye is gouged out, not just scarred. Zuko's in the same boat as Weiss (though honestly he shouldn't have functionality of that eye at all with how bad that scar is)

As far as I am concerned, Arkos is too typical to be anything but sincere. Unless she gets fridged for Jaune I don't see her dying, and even then, I think she's too major a character to be killed this early.
She made a face that she has made several times in this show. FNDM is simply a crazy, godless, soul-devouring abomination that defies reason. And thats why I love it.
