Thats for example how tactical lasers are (supposed) to work...they don't melt the target, they break it by creating shockwaves.

It amuses me that this was the exact plan that Max was going to do in the first place. This way, it worked out exactly the same except that Alex is down a bargaining chip (Jessica) and half a mansion.

The Nevernever is unsafe because of him.
Puck is not only a lot weaker but Tim is pretty much completely fresh and has had time to improve his laser foci. That and I think its easier to get a high level energy laser with X rays instead of visual light.
Click Click Boom BoomIt also wasn't a direct hit, Puck hadn't set up a defense and was caught completely off guard, and Tim had basically a huge chunk of time to build up the power required. I.E I wouldn't have allowed it had he been in full combat with making him suffer some serious consequences in return BUT the circumstances allowed for it.

It's easier in terms of power output, but it requires some serious concentration to pull off with any kind of success. Tim can't focus it without his fancy new club, and it still takes an age. Conserving energy at the cost of an epic Discipline roll, basically.

Hitting Loki was in essence based upon using a quantity of power because the quality (visible light spectrum) was not that good, after a long battle slinging magic around.
Hitting Puck was more in line of how the spell is supposed to be used (better "quality", higher part of the spectrum), Tim came in fresh and he has a new, improved and powerful focus.
