I would see Powerlevel 1.5 as "Supernatural, but extend of abilities is heavily limited and/or comes with a downside that's an ACTUAL downside and more or less OUTWEIGHS the upsides", like a Vampire that ONLY has non-aging and high speed as their upside, or a MG that can only utilize a single, small pool of powers.

Let's take a look at the actual Super Weight page shall we?
Super Weight: 3
Characters in this weight are no longer normal humans. Their powers, even if they are limited, can be used in a variety of ways. They also have Required Secondary Powers when they are necessary. Their abilities may be due to using Functional Magic or having Stock Superpowers. Most of your run-of-the-mill Super Heroes, Shounen characters, and Mages will likely start here, possibly being pushed higher as they continue their adventures.

These characters have abilities that can typically cause, stop, or even reverse large scale disasters, or have a reality warping power with few limitations. A protagonist of this weight or higher risks becoming a God Mode Sue, because their abilities tend to be story breaking, making it difficult to give them a plausible challenge. That said, a protagonist at this weight can have engaging adventures, the author just has to be careful to scale the Sorting Algorithm Of Villain Threat accordingly.

◊ Benny stands at a moderate 6'1, and is always dressed at his best. Every part of his body, save for his face, is covered to conceal his skeleton body, down to a pair of white gloves stuffed with cotton for his hands. He wears a thick, white scarf and a wide-brimmed hat, to better keep his face hidden from public view.
Weapons/Artifacts: A Thompson submachine gun, a simple switchblade, and an amulet in the shape of a harvest sickle-his phylactery-which he keeps stored in his hollow skull.
Powers: Benny has the ability to draw in and mix raw mana around him with his own tainted soul, located in his phylactery, by inhaling deeply, which generates necrotic energy within him. He can use this energy in a myriad of ways, such as firing it in concentrated blasts, usually out of his gun, or applying it to his own body to temporarily increase or decrease the density of his own bones, allowing for softer landings or harder punches. He can also implant the necrotic energy into a corpse to temporarily animate it, allowing him to command it to do simple tasks, such as fetching something or attacking someone. Finally, through a long, complex, and costly ritual, Benny can bring a recently-deceased person back to the world of the living. However, this brands them with the same curse of Lichdom he has, and as such he refuses to use it under most circumstances. Being a skeleton, Benny isn't of the sturdiest stuff without any magical bolstering, and can come apart rather easily with only a moderate amount of force. He is incapable of reforming his own body, and must be rebuilt by an outside source if he has lost use of his arms. As with all Liches, destruction of his phylactery means his immediate death, which is why he keeps it safely inside his skull.
Personality: Benny is a man who enjoys the high life: Fast cars, big money, and extravagant meals (which, for reasons not known to him, he can still eat and taste) are the order of the day, every day. He is in perpetually high spirits, always looking for the biggest shindig in town and to make every job an experience to remember. He is a bit of a coward, far more willing to run from potential danger than face it head-on, but his eternal life has softened his once cold heart, and he has grown to cherish friendships he makes.
Bio: Born Benjamin Delafrio in the city of Alexandria, Benny found at a young age that his hunger for material wealth outweighed his thirst for knowledge, and at the first chance he got he set out for the Pleasure Capital of the world, Ventris. There, he threw his lot in with the Lupa Cruz crime syndicate, where he worked as a lowl-ranked mook. Fast on his feet, but rather scrawny and lacking upper body strength, Benny was more burglar than legbreaker. While shaking down the owner of an oddities shop, he stumbled across an odd amulet, hidden away in the very back of the store under lock and key. When he put it on later, he certainly didn't feel any different. Soon after, however, Benny's superiors decided that his work ethic just wasn't up to snuff, so the fed him the biggest lead breakfast of his life and dumped his body in the river. The following early morning, however, Benny awoke, six feet underwater, and swam to the shore. There, he discovered that his hands were now nothing but bones, that he had become a living skeleton. He confronted the oddity shop owner in hopes of reversing this condition, and he merely laughed at him. Telling him that that was the amulet's curse: he was now a Lich, and his soul was forever trapped within the amulet. He would remain on this earth for eternity, undying, forever denied an afterlife. Instead of just curling into a corner and sobbing uncontrollably (which he did, for several days) Benny decided to make the most of his newfound eternal life and being severed from the mob, becoming a freelance gun-and-thief for hire. He's not exactly the most competent at his job, but he's good enough, and the allure of hiring a skeleton to rob a bank or ice a wiseguy is usually all most people need.

...In fact...I don't see any at all...unless he's implicitly weak to being punched or something...

He's a paladin. He uses a sword that he can fire sword beams out of. However, he can change what the beams do. For example, the usual "heal allies" thing a paladin is expected to do? He can make them do that. He can have them act like a laser, cut things at long range, etc. Main weakness - he can't do any of this without his sword.

- Bio: When Belakosa was born, he was noted to have brilliant white hair. His mother's wetnurse gasped in surprise told his parents that this was an omen. The wetnurse told of a story of a white haired hero who once lived in Mechinis long before it was called Mechinis and long before there were machine-people. The hero had been born to the peasantry, and had grown up to be a warrior. Now, the people, back then, had been ruled by an evil king, and this hero, who's name was lost to time, had fought against this king, and led the peasantry in a revolution. When the king had been overthrown, the hero gathered the peasants, and told them that the land was their responsibility, now. He told them that he would return, one day, when they were repressed and exploited, again. No one saw him ever again after that day, and he was lost to time. The wetnurse told the parents that the white hair meant that he was the hero reborn. She spread the word, and soon the other workers in the factories of Mechinis were gathering. Belakosa was raised as a hero, and taught how to fight. The workers pooled their resources to get him weapons and training. They unified behind him, though he refused to let them unify under him and refused power over them. He grew up actually believing he was this hero, and took it upon himself to act like a hero. He choose not to rule the workers who believed in him, and he choose not to live off of their kindness. He would work in the factories with the rest of them, and encouraged them to rule themselves and fight for their rights. Now he's 20, and ready to fight against the repression and exploitation of the people of Mechinis, both the humans and machine-kind.
