It's about a Villain Protagonist dragon who's a soldier in a long-standing war between two nations with the technological equivalence of the early 20th century. One day, she's given the order to burn a village suspected to be the haven of a local resistance group, and does so. However, soon after, the war comes to an end, and she is to be extradited for war crimes. She spends years on the run, which is difficult for a dragon, what with being so large and obvious, and after decades of hiding in tin-pot dictatorships in poor accommodations, growing increasingly resentful and bitter, and hounded by journalists whenever she steps outside, she begins to grow increasingly tired of her glorified prison. Unrepentant, but unwilling to spend another day hiding, she turns herself in, only to find out that her commander ordered her to burn the wrong village, and she's going down for a war crime she didn't even do correctly. She manages to escape shortly before her execution with the help of her old commanding officer, who secured a high-ranking position in the new government, by threatening to expose him for having given the order. She makes a beeline for the village she was supposed to have razed to "finish the job", so that she can be executed for the war crime she actually did, but is shot down just outside of it by her former commanding officer, who, instead of keeping to his word of merely saying that she had escaped, reported her for what she planned to do and thus silenced the only person still alive who could have connected him to the original order.
