That sounds more like Americans Hate Tingle, if it's acceptable in Japan. How's the character perceived there?

I think Colette is not a scrappy seeing how her own scrappy page say's that she is not as hated as she used to be and she was in the top 30 in the latest popularity poll I could find witch came out before tales of zestiria.
as for duke it sounds like he is only listed as a scrappy because he was not that good of a villain even thought people can still find a character unimpressive as a villain and still like said character.
Marta scrappy entry looks a bit fishy and look's like it was made by a blind fanboy or fangirl.
Now on to Karol and Estelle in the latest popularity poll I could found Estelle was in the top 30 she was in the 23 place of the popularity poll that and I hardly see any hate on them and I go on a lot of different sites.

Don't quadruple post, it clutters up the thread. If you have more to say and no one else had posted yet, just edit your original post. Having four consecutive posts breaks up the discussion and makes it hard to respond to you.
Anyway, villains CAN be scrappies, it just depends on the kind of hate they get. If they're hated for their heinous actions as a villain, they're a heel, not a scrappy. If they're hated for the reasons that a typical scrappy is hated, e.g. being obnoxious, badly written, given an undeserved amount of spotlight at the expense of better villains, etc. then they're a scrappy.

I think the problem with that particular villain is that he's described as "a lot of players were quite unimpressed with him". That doesn't quite say "hatedom" to me. If anything, it sounds like the person writing the example played it down to not offend anyone, which really shouldn't be the case with this trope.
Likewise, "doesn't get a lot of love" for Marta is very weak, and doesn't hold up as written.
Colette sounds like a "used to be The Scrappy but isn't any more" case to me.
By the way, how many characters are involved in that character poll? 50? 100? More, less?
Check out my fanfiction!Colette did indeed used to be a Scrappy, now no one cares anymore because the game she came from is nearly 15 years old. Marta is a Scrappy for coming off as a whiny Stalker with a Crush for Ratatosk and Emil, so that entry probably should be rewritten. Again, there's not really a lot of discussion on it anymore because a lot of people want to forget about Dawn of the New World, including Bamco.
Anise is a scrappy though, her character and character arc still get brought up as the weakest bits of Tales Of The Abyss and are a huge part of the reason the third arc is seen as inferior in general than the first two. Essentially she's hated for getting an Ensemble Dark Horse killed off because she was engaging in hypocrisy and held the Idiot Ball for the entirety of the game up to that point. I think she's hated worse in the West than in Japan though, so maybe she belongs on Americans Hate Tingle.

Remember, just because some people hate a character does not qualify them for being Scrappies. There are 8 billion people in the world, someone is bound to hate them.
Check out my fanfiction!just found out on goggle images that Rose has 13,400,000 fan art of her as of right now.
ok why does Alisha has less fan art then rose I thought she was the most popular character in the game. And just in case your wondering puting in her full name has even less fan art as seen her http://www.google.ca/search?q=tales+alisha+diphda+fan+art&num=100&hl=en-CA&gbv=2&prmd=ivns&source=lnms&tbm=isch&sa=X&ved=0ahUKEwjZkfDgqLrOAhUEvxQKHaRpBswQ_AUIBQ

Tokyo Mirage Sessions ♯FE lists three characters: Itsuki, Tsubasa, and Barry. I think Itsuki and Tsubasa should probably go, considering they're the main characters and the complaint is that they're Vanilla Protagonists. Barry can probably stay, though, I've never heard anything good about him and most think he's a huge creep; specifically, he's a grown man who lusts after an underage singer, something MUCH more acceptable in Japan than the West.
