Thousands of years in stasis inside Pearl's gem, vs. two years of actually living, being exposed to an entire new lifestyle removed from the one that hurt her.
Lapis is messed up, but the whole point of her running away to the Moon and then returning to Earth is about her confronting her fears and leaving her past behind.
It's interesting how gems - even more free minded ones like the Crystal Gems - have cultural and personal stigma against changing beyond who they are, and have difficulty growing as people on their own without something to make them as a result.
Nearly all of the principal gem characters (hero and villain) have had serious issues that they've held onto and let fester for thousands of years.

Lapis was literally there to destroy the Earth. Unlike most Gems, where they only support a system that does so, the literal job of Lapis Lazulis is to terraform the planet, destroying the ecosystem. I would be surprised if Lapis Lazulis weren't the single highest priority target of the Rebellion, since they, along with the Kindergartens, represent the most direct threat to the Earth itself.

It would also mean Lion wouldn't even live as long as a human, which would make Rose putting her stuff (and Bismuth!) in his mane pretty stupid.

The issue isn't losing a place to keep her stuff, it's the things (one of which is a person!) becoming inaccessible or even being destroyed if Lion died of old age when Rose wasn't paying attention—less than eighty years is not a long time to a gem, and the two of them may not have been in regular contact.
Unless a tree and hill disappear when the one they're connected to dies, which goes with the whole "volatile storage container" issues.
