Fusion size is not a state function
of the numbers of gems, but it does correlate
to it (i.e. fusions with more gems are generally bigger than ones with fewer, especially when you control for the size of the parts).
Fluorite is a big outlier though (I think the first Ruby fusion was the only 3+ gem fusion that's smaller), and there's probably not a particular reason—not like she's 57% Pebble or something.

Maybe one of Fluorite's components is a Pebble. That might somewhat account for stuff.

Unless my math is off, with just the 5 Crystal Gems, there are 26 different fusion combinations. You could introduce a new fusion per episode and have enough material for two seasons doing nothing but introduce new fusions.
