Steven's never been able to make clothes, and if another gem could project clothing onto someone else (like Pearl projects Holo-Pearl), it'd disappear if the two of them got too far apart.
Despite Peridot laughing at the idea, gems clearly use some material clothing. Bismuth wore armor (and there's more in Rose's armory) and Lars stole those Captain Harlock duds from someone.

Ever since I heard that you could shield-sled in The Legend of Zelda: Breath of the Wild, I wanted to see Steven do it.
I wonder what the context behind all these scenes are.
Jawbreakers on sale for 99¢To be fair, did Lars steal those clothes? We never heard how he got his Harlock cosplay. One of the others might have made them for him. Heck, he might have made them himself - we already know that he's good at one domestic task (baking); it wouldn't be outrageous to believe he's capable at others. The materials were probably stolen - gems do use flags, after all, so they probably produce some cloth for those if nothing else - but it wouldn't surprise me if either Lars or one of the other crew made them for him.
Reminder: Offscreen Villainy does not count towards Complete Monster.@[thatother1dude: Okay, yes, but that was extremely glossed. If he made them out of flags he stole from Homeworld, "stole 'em" would still be fitting.
That said, I did fail to account for one other thing. It's already established that Homeworld is not completely unfamiliar with other beings and their desire for clothes (i.e. The Zoo). Just because Homeworld isn't producing clothes for gems doesn't mean they aren't producing clothes. Lars could have easily stolen the outfit from the Zoo, either the human one or another that Homeworld set up for another species. Sure, it leaves the question as to why Homeworld is designing Harlock cosplay, but I believe the Rule of Funny and the MST3K Mantra cover that.

It was a potential series finale at some point, so one imagine everyone would make some kind of appearance. But depending on when the crew found out the show would go on past this, they may have decided to hold that all off until next season to focus on the plot at hand.
I'm just going to assume Bismuth and Peridot are going to involve themselves with helping Greg rebuild the house. Just trying to figure out what kind of "improvements" they might try to add. I've got money on Peridot trying some kind of energy gun.
