The Crystal Caverns A bird's gotta sing.This might be my own experience talking, but I think the question of Pink Diamond's empathy or lack thereof has a nuanced answer.
Push comes to shove, I think PD has always been an empathetic individual. However, her biggest problem is twofold. One, which seems to be a generally agreed point, PD doesn't think things through. A great deal of PD's and Rose Quartz's issues come from the fact that she just doesn't think through all the angles (the previously mentioned theory that Pearl was the brains of the operation rings so true to me... heck, Pearl may have been formed with that specifically in mind).
The other is one that, the more I think of it, the more feels right - Rose just didn't really get a chance to understand emotions. Thinking about her situation prior to being given her own colony, she was apparently raised by her two sisters. One, Yellow Diamond, just didn't have time for any of PD's questions or desires and certainly tries to be The Stoic whenever possible (unless, of course, she's been called a clod by a Peridot that forgets who she's talking to). The other, Blue Diamond, has always been aloof and imperious, with very little patience for anything that she isn't currently interested in (and also with an undercurrent of a very fierce temper... look at both how she reacted to "Rose Quartz" during the trial as well as her suspicions about Sapphire claiming to have gotten a human for her). And if how other gems have reacted to dealing with YD and BD are any indication, non-Diamonds would have been literally in awe of PD.
In short, Pink Diamond more likely than not was Raised by Wolves. She may have gotten a lot of emotional clues from those around her, and seen some strong feelings and understood what they are. But she had absolutely no context for any of them. And because of that lack of context, she made some very faulty predictions as to how people would react to certain stimuli (such as what her sisters would do if she faked her own shattering). In that case, Greg didn't teach her empathy; he taught her how to understand what she got from empathy.
I feel this gives PD more sympathetic weight; she tried the best she could, but she was limited by her own upbringing. Yes, she made some very grave mistakes, several that weighed on her, but they were out of ignorance, not malice.

Reminder: Offscreen Villainy does not count towards Complete Monster.@footsteps: Depending on what the relationship between White Diamond and the others is like, something similar could be said to be true of Yellow and Blue, but, not being as naturally empathetic as Pink, they never really questioned the morality of Gem society.
One theory I have is that the confrontation between Rose and Pink Diamond Garnet told us about was real from a certain point of view, in the sense that it occurred between Pink and White Diamond in reality. While Blue and Yellow were certainly patronizing, they treated her like a baby sibling and/or child depending on how you interpret their relationship (I tend towards sibling more than child because of how the Famethyst is usually perceived), in contrast to Garnet's telling of things where she was treated like a subject.

Perhaps the difference lies in their first impressions of colonization. Perhaps the other Diamonds' first colonies were on worlds where the local wildlife was either very dull or hostile or both. Pink Diamond on the other hand got Earth with its variety of wildlife and amusing overgrown monkeys.

Disgusted, but not surprisedIt's still not entirely clear that Gems have ever encountered intelligent alien life other than humans; the fact that they have such a militaristic society would seem to suggest they have at least some peer competitors, but that could also be the legacy of past infighting or perhaps more likely of having risen up against their own creators, going off of the common theory that Gems were originally artificial lifeforms created to serve some organic race. (Which make's Rose/Pink's rebellion a rather fitting cap to a revolution gone full circle)

I'm wonder if Greg knew Rose was PD or that the very least was aware she was hiding something.
GUNDAMU GUNDAMUI think if Rose made Pearl swear never to reveal her identity,and it literally made her unable to talk about it she wouldn't have told Greg unless she had a way making sure he couldn't talk about it either,and I don't think she'd resort to such a thing by placing such a burden on him
Some people might point to Greg being uncomfortable with Amethyst's shapeshifting as evidence but that's more to do with Amethyst pretending to be Rose that he didn't like

Greg doesn't know, Rose tried to tell him, but his attitude was "The past is in the past" pretty much.
The Crystal Caverns A bird's gotta sing.I forget the exact episode, but I recall a scene where Steven asks Greg if Rose ever told him about Pink Diamond, and Greg responded by saying that she wanted to tell him something but Greg saw that it was a touchy subject and just told her it didnt matter to him.
So I'm guessing that Rose at least wanted to tell him about her being PD at some point

I think Rose/Pink has strong emotions and feelings for others, she just doesn't understand other people, specially their feelings towards her.
