Homeworld appears to have been almost stripped entirely of resources, to the point Era 2 Peridots require limb enhancers. Perhaps the Diamonds' ego prevents them from creating Diamonds anywhere else, hence Pink, Yellow, and Blue being smaller than White. They're growing Diamonds with limited resources.

The one thing I keep coming back to in regards to how likely/unlikely it was that Pink Diamond was actually shattered by Rose is how diamonds are in Real Life - they're extremely hard, yes. Nigh impossible to scratch. However, they're also known to be extremely brittle - it's not hard to find stories of people accidentally shattering the stone in their wedding ring on a stainless steel sink.
I've got a few theories as to just what happened when Rose shattered PD, but one that I think has merit (going off the above) is that all of the Diamonds are surprisingly brittle in a particular way that other gems are not. If so, it might be that there's some intrinsic quality that would render Pink Diamond vulnerable to shattering from Rose's sword when no other gem would be. Bismuth would thus be honest so far as she knew; there would have been a potential factor that made it lethal to the Diamonds that she never knew about. Plus, that would throw the shattering of Pink Diamond in a whole new light... what if Rose hadn't intended to shatter PD, but instead was only hoping to poof and bubble her (which totally seems like what Rose would decide to do)? Also, imagine what Rose would have gone through if said shattering was an accident?
Mind you, I'm still kind of of the belief that PD more or less committed Suicide by Cop against Rose, but there are still many possibilities that could fit as to what happened.

When she was drawing her memories, Centipeetle made it clear that she saw her allies die, with the way she crossed out entire squads. Perhaps with the shattering of Pink Diamond, Rose ordered that the Crystal Gems can shatter as necessary. Which would paint last days of the war in a very different light.
In fact, the No Shatter Policy seems at odds with the above, as well as the fact that Pink was so desperate for troops she spammed them out from Beta. Eyeball is likewise traumatized by the war, though that might be due to seeing Pink die.
I personally think it would be very cheap that if all of Homeworld's own causalities came from Homeworld.

I had just been assuming that the Crystal Gems were working under "Don't shatter unless absolutely necessary", whereas Homeworld was working under "Only shatter unless given notice not to."
I know Steven Universe is optimistic but the idea that the Crystal Gems never shattered anyone, ever, aside from Rose doing in Pink strikes me as...not something the show would go for, actually.
It is also easy to shatter one. Amethyst fell, Lapis was ran over, and Eyeball hit an asteroid. It also seems that in many cases, cracks expand until they shatter. The Crystal Gems need not intentionally shatter to have done things that got gems killed. It is highly likely that many died because they were poofed and fell underfoot. Or hit by one of those cannons.
Again, war is war. It is easier to poof and stomp on a gem than bend over, pick it up, then bubble it. Especially because there would be another Quartz or Agate attacking you within seconds.

Probably when you're up against a gem that's too strong to properly poof and the only way to end the threat is to shatter them or risk loosing more lives in the process

Disgusted, but not surprisedAlso, regarding Crystal Gems shattering their foes, even if Rose ordered Crystal Gems to take prisoners and leave them alive, there's the fact that we know not every Crystal Gem agreed with that (I have to imagine Bismuth was not a sole outlier in that regard). Particularly in battle, it was probably easy for a more aggressive gem to shatter their foe and either hide it or play it off as an accident. War Is Hell, and Steven Universe has never tried to suggest otherwise. Whether it be by accident, subversion of orders, We Have Reserves moves on the part of the opposition, or design by the leadership of the Crystal Gems, Homeworld gems were certainly shattered during the rebellion.
