Though, more seriously, I think the simpler answer, short of Rose being made on Homeworld itself, is that Gems all consider Homeworld just that, regardless of where they were created.

Also, there could be a bit of a "personal definition" thing going on... gems (including Rose) might consider Homeworld her "home planet" (thus using that name for it even when they've never been there, like Amethyst) even if they were made in a different planet. If so, Rose could be completely honest with Greg in that case because she has a different definition of "home planet" versus "planet of birth". Yes, I know that we would consider the two concepts one and the same, but that might just be one of those cultural differences.

It's a bit of a philosophical question as to what one considers their "home." It's kind of how the idea of what constitutes a "person" is different between different people. Like how it's strongly implied that Greg used "person" to mean another sophont, but Rose all but stated that she used "person" as a synonym for "human." These differences in the nuances of word definitions exist between fellow humans; it's not at all a stretch to think that the differences could be even more pronounced in an alien species.

Also I know her having a giant glimmering cape would've made her first appearance much less intimidating, but I wish they'd kept it. It looks nice.

There's still the question of whether the figures in the mural are meant to be the Diamonds. But we can definitely say that BD and PD went through a major redesign from mural to the actual character.
