We know nothing about WD. That's why I find her most suspicious here. We don't know who she is, or what she's like. There may have been serious disagreements between PD and WD. As for framing Rose? She's an easy target for a framejob like this. The leader of a Gem war with perfect motivation for shattering her? It doesn't take much for Homeworld to believe that Rose did it.
There's a whole lot of mystery surrounding this. I hope the writers can resolve it well.
The Crystal Caverns A bird's gotta sing.Going back to the issue of why Steven wouldn't explain what he actually is Rose's half-human son, there are two issues:
- The point of Steven's Heroic Sacrifice is to close to book on Homeworld's case on Pink Diamond. He wants them to think he's Rose so they'll sacrifice their scapegoat and leave the Earth alone
- There are reasons Steven would want to avoid them finding out his real existence. "They might vivisect him" is one reason to shut up about it, and I could get grosser if you'd like to hear it.
x4 Why frame Rose has a fairly obvious possible answer - to put the blame on a known criminal.
As to why she'd do it...maybe she was worried that the Rebellion might gain traction in other territories, and needed a rallying point against it. Hell, maybe Pink was starting to feel sympathetic towards it - perhaps she was willing to negotiate with Rose.
(I should mention that these are all plausible motives for Yellow as well)

Oh God! Natural light!A thought occurred to me earlier. Given her absence in this episode, I think it's a safe bet that White Diamond isn't involved in the day-to-day affairs of the Gempire. What if she's immobilized in some way? For example, she's fused to a mountain, or there was some incident that caused her to be partially shattered. I'm reminded of science fiction societies that are ruled by hive minds, but they can't actually go anywhere because they're just brains in a vat. What if there's a similar situation with White Diamond? Perhaps she's retired from managing Gem affairs, and Yee Dee and Bee Dee only seek her out when they need her counsel.

Also, I have a feeling that Pink Diamond's former Gems are being spoonfed lies. One can only imagine their reactions that Rose Quartz was just an Unwitting Pawn to their Diamonds TRUE murderer.

Oh God! Natural light!Yeah, I use "cheating" because part of Rose's story is "good person driven to extremism" and War Is Hell. She saved Earth, but only by fighting other Gems, including Centipeetle and the Famethysts. Rose tried to do the right thing, and it lead to so much destruction and death for her people. But if she stopped, it would lead to Earth's demise.
The Pink Diamond situation, as we know it, sums up Rose's story. Earth and her army were on the line, so Rose went straight to the evil overlord and killed her, in spite of all she believed in. But instead of fixing everything, it only lead to the mass corruption of every Gem on Earth, the loss of all her friends, and the Diamonds planting a bomb composed of said friends in the Earth, which would have made all of Rose's struggles pointless. Even if you do the moral and just thing, it can still cause suffering and misery. Finding out that Rose didn't compromise her ideals, and it was all the Diamonds' doing all along, takes that away.

Apparently one of Amy Sedaris' roles was Foxy Loxy from Chicken Little. (*ugh*)

As people said, White Diamond has her own mural which points to her being her own person and not just a fusion. Also the new twist in this new bomb shows that there might be a conspiracy going on. I have to say that Steven Universe really has upped up it's writing, and it makes me wish that children's television could get more respect among their adult counterparts.
