This sums up my feelings pretty well.
The rubies are dumb. This was a rare moment of semi-cleverness. Like a dog who can't figure out how to get past a row of soda cans but figured out how to open the fridge.

Oh God! Natural light!I honestly think Navy is reasonably intelligent, and that this wasn't just a fluke. Even back in "Hit the Diamond", some people figured she went along with the game because she enjoyed it, not because she was tricked.
Eyeball is a better example of what your talking about: Her idiocy lead her to try to murder Steven even when that would screw herself over as well.
That was a pretty good episode! Though for the first time I actually noticed how iffy the Off-Model could be whereas it was never something that bothered me before. Especially that scene in the cornfield, Lapis really didn't look like herself and Peridot's head shape kept changing from scene to scene.
This episode was great, and I immediately expected something to go wrong, but when it did, it was pretty fun regardless.
Regarding the Off-Model animation... yeah, this episode looked bad. Off-Model animation can be used to beautiful and great effect, when it's done right. See: Mob Psycho 100, where Off-Model animation is used constantly to heighten the storytelling, comedy, and drama. The difference here, is that Off-Model animation is inherently risky. If you're going to do it, you need to be DAMN sure you know what you're doing, and you need to know that it looks good and is going to pay off.
Off-Model animation is a tool, much like any other style of animation, but it is a particularly risky tool, that needs to be used properly and carefully. Using it as a lazy excuse to not have to put any actual effort into consistently drawing characters well is disgraceful, and hurts the reputation of other series' animators who actually put genuine effort into their Off-Model animation by leading the general public to automatically associate Off-Model animation with bad animation, regardless of quality.
Drawing characters on-model should be the goddamn standard, and Off-Model animation should only be used as a way to artistically heighten the storytelling, not as an excuse to be lazy.
