I don't think that's totally accurate. Eyeball didn't believe that was her gem until Steven used her healing power. And Bismuth clearly believed Steven wasn't Rose at first, she only thought otherwise when Steven made the same decision as he did.
Clearly, gems can recognize others just by looking at gemstone (even if they'd not personally seen that gem before), but don't always.
Terminator Ruby and Bismuth made a choice not to believe...
The Ruby out of stubborness and Bismuth out of...acceptance of difference I guess.

Check out my art if you notice.That said, Bismuth only saw Steven's gemstone as he explained what happened, which Garnet and Pearl (people Bismuth trusted) did not object to. It's anyone's guess what Bismuth would have assumed if she saw Rose's gemstone first without knowing anything about Steven.
Also, looking back at "The Return", Jasper didn't think Steven was Rose because of his gemstone, it was because of his powers ("That shield! That symbol!").
A more clearer example would be...if the Diamondo recognize his gem he'd be screwed.
If the casual gem saw it, there's a low probability of it causing trouble.

After Jasper's backstory got revealed, the idea I got what that there's a Plato-esque anamnesis thing going on, where there's the "perfect" concept of a Jasper, or a Peridot, or a Pearl, etc, but most Gems are expected to be only close enough - even those that are otherwise of a very high caliber. Those who deviate the most from that template are looked down upon, but it's still accepted that exceptional is something a Gem can only be born into.
Then, once in a blue moon, there are Gems that come out with an absolutely perfect body type, and who thus get accolades above others of the same race simply for existing.

If you're being specific about the type of gem, yes - Deedee Magno-Hall has done all of the Pearls shown so far, and Charlyne Yi has done all the Rubies. That said, if you cast your net a bit wider, gems that are very close to others are not done by the same voice actress. For the most obvious example, there have been two different types of corundum shown, but they have different voice actresses - Charlyne Yi does Ruby, while Erica Luttrell does Sapphire. Another example would be quartzes - amethyst, jasper, smoky quartz, and rose quartzes are all types of quartz, but each one has their own voice actress when you talk about the gems in question.
I think the fact that each Diamond gets her own voice actress is along those lines - if the difference of a little chromium is enough to get Charlyne Yi her own gig distinct from Erica Luttrell, then the difference between nitrogen and boron is enough to justify each Diamond getting a voice actress.

Jawbreakers on sale for 99¢That makes me wonder about Homeworld someday being so desperate for victory that they hypocritically violate their own standards and start allowing mixed Gem fusions for the sake of winning, but since they're still Homeworld those fusions have the usual skewed perception of what fusion means and are still treated like weapons.

Yes! Kimberly Brooks is an amazing voiceover actress. I am also waiting for Jasper's song. I thought she was going to get her song before she was corrupted. I was looking forward to her song about her admiration for Pink Diamond and her anguish because she didn't protect Pink Diamond.

In a way they already have with The Cluster. It was a fusion weapon of mass destruction. Of course they considered the enemy shards as recyclables, which seems to be the norm. Gems normally have no problem with recycling gems look at the way the Crystal Gems viewed and treated Lapis when she was trapped in the mirror.
Estelle voicing an antagonist would be great though.
When it comes to fusions Homeworld is shonen a fusion is just a power up . However, the Crystal Gems see it as more. They are shojo they made fusion a power up with ______ (fill in however you see fusion).
I still believe The Cluster and the corruption beam are all because Rose shattered Pink Diamond. I think the Diamonds were one cohesive unit with a sister type relationship. Heck maybe they are sisters and the first of gem kind. They wanted to destroy the Earth with the same gems that protected it. They wanted to corrupt the remaining Crystal Gems to terrorize the Earth. Rose knew it was her fault.
