Dump a horrific fused abomination of body parts and fallen soldiers to tear apart the planet in a few thousand years, then Mind Rape the surviving Gems on either side just to be sure. That's some brutally efficient tactics just so that the enemy can never win.

No reason she would, really. I think it's just she's shown a tendency to play her cards close to the chest which gives the impression she knows a lot more than she may have.
A follow up to did Rose know: if she did, did she have a plan in place or did simply accept the destruction of earth unavoidable (which would explain why she didn't inform anyone) and simply try to live while she could.
Saying the leader couldn't have known just ends up prompting that kind of speculation...but it'd only make sense for an obviously corrupt leader and those shady things match the characterization.

She couldn't even help shards from the same Gem. I don't like these "Rose is secretly evil" theories not just because they're way out of character, but because they ruin the central theme of the Rebellion: you can do the right thing for the right reasons, and still have everything turn out catastrophically wrong.
The evil Rose theories are even more pointless now. Rose did shady stuff for a noble cause. Do we really need the cause itself to be a big fat lie?

Knowing the Cluster exist isn't enough.
They'd need to know where it is, the equipment to get there, and know that Rosey could communicate telepathically to the thing to begin with...because nothing they'd do would work.
Until the leader Quartz exhibits this ability, it will continue to be a Steven thing only in the mind of Randomness.
