The only hint was that she came to "visit for a short time". Makes me think she came to meet someone or see the new colony.
The word "visit" also allows the possibility that Lapis was not there for an explicit mission, but was of a caste allowed freedom of movement, and she elected to go to Earth for some personal reason.

In the absence of other advanced interstellar civilizations, I can't imagine any other reason for their society to be so heavily militarized, and even then, the fact that power in the empire is seemingly divided into a triarchy (formerly a tetrarchy) is something that would naturally lend itself to internal conflict as was the case with the Historical Tetrarchy
, and it's difficult to imagine no rebellions occurring among the lower gem castes over a period of tens of thousands of years.

I don't think it was a coincidence that the rebellion happened under Pink. Having a single, new colony, plus the theory that she is the newest Diamond, she may have lacked the experience and logistics to contain it. Hence Blue coming it to help manage it.
Edit: The Hand Ship did have cages designed exclusively for Gems, in addition to the Gem destabilizers. Suggesting that they do sometimes have uprisings, but I suspect that they're always easily stopped, with Earth being the exception.
