Pearl's single minded devotion to Rose has already been showcased as a negative.
Rose used to be from Homeworld at least that's what her conversation with Pearl implied when she said if she rebels "We can never go home again" (Paraphrasing of course.) And Quartz's are pretty high ranked from what we have seen. They are pretty much the generals of Gem military aren't they? Owning a Pearl doesn't seem to far fetched.
Because of how she treated herself. Loving Rose wasn't a bad thing; basing her sense of self worth around Rose was, and something she's actively trying to grow out of. Needing someone to tell her what to do to feel worth is a bad thing, but being inspired to take up arms against her own fundamental being, because Rose taught her that she mattered, that's different.
If Pearl belonged to Rose, how is this conversation supposed to go?
"Every Gem has the right to choose their own path."
"I agree with Rose because that is my literal purpose for existing."

Like I said, it's very possible that even after Rose hypothetically set her free Pearl chose to stay because she believed in the cause. Because we know that, devotion to Rose aside, Pearl actually did believe what they were fighting for was right.
And again, if Pearl choice Rose over their Diamond, that's still probably a huge deal. Actually, it's a huge deal no matter what.

Pearl would have nowhere else to go if she belonged to Rose. She'd probably be shattered right upon returning to Homeworld for being the possession of the Rebellion's spearhead/murderer of Pink Diamond.
Like, there's a reason why I'm using deliberately objectifying terms here. Pearls are slaves even in comparison to the Gem caste system. I'm not confident that the the Crewniverse wants to add "Rose is a slave owner" on top of her list of flaws. If Rose fell for Pearl, then Pearl would have no choice but to feel it back.
x4 Pearl still defines herself around her relationship with Rose after her death. Even in the extended theme song Garnet and Amythest sing about why they fight (because they think the Earth is great), Pearl sings about how she fights in the name of Rose and what she believed in.
She's usually the gem who feels the most trapped on Earth, so I can't help but feel even if she now believes in the cause Rose fought for, that even if it was only at first she chose to rebel because Rose did.
x2 That's something I pondered as well.
Rose has a laundry list of things she isn't proud of, owning Pearl at one point doesn't seem like such a far fetched thing for someone who was a Defector from Decadence. I mean they are portraying someone like Jasper who is pretty much an analogue for an abusive sex criminal some sympathy making Rose an analogue for a former slave owner seems tame by comparison
